Introduction This report is in response to the Information Requests issued by Noosa Council on 12 February 2015 in relation to Application No. MCU2014/0106 and OPW15/0001. The matters referred to herein relate to the issues raised and the information required that refer to the Commercial Needs Assessment prepared by Urbis in December 2014. For convenience and clarity we have adopted sub headings that relate to the issues raised by Council. The sections of this report relate to logical topic areas that align with the issues raised, and are as follows: 1. Office Accommodation 2. 1 Office Accommodation
Issue – Office Accommodation:
“The Commercial Needs Assessment estimates of floor space generally accord with a
variety of data sources relating to the provision of ‘traditional’ commercial office space
within the region. However, commercial office activities frequently occur outside of
traditional commercial office environments and can influence on commercial office
outcomes within a given region.”
Information Required:
Provide an indication of the extent of white collar employment likely to be accommodated in alternative or
non-traditional arrangements, such as home office type arrangements, or co-located with other operations
and the potential presence of office uses within the Noosaville Industrial Area.
Response:
While we agree with the Council’s statement that commercial office activities frequently occur outside of
traditional commercial office environments, we understand that this occurs mainly because of economic
and financial factors, such as rent and risk, rather than factors relating to the actual location of
commercial precincts.
We understand that for a typical office tenancy in Noosa of around 60 sq.m to 80 sq.m, the current rents
for A Grade office space in the centre zoned areas in Noosa are in the order of $300 to $350 per square
metre, while B Grade locations are slightly lower at $250 to $280 per square metre.
It is also important to note that from a development feasibility perspective, the current rental rates for A
Grade office space represent a 25%-30% reduction on the original leases struck. This discount does not
make A-Grade office development feasible as the development costs would exceed the property value.
In relation to lease terms, we understand that they have been reducing to periods of less than 3 years
which is generally reflective of the small scale and higher risk profiles of the businesses in Noosa.
Given the small size of the tenancies and the current rental rates, it would be more economically viable
and present a lower risk scenario for smaller white collar business that do not require an office front, to
work from home or relocate to pseudo-office space in more affordable “out-of-centre” areas, such as the
Noosa Industrial Area.

approximately 17% of total employment within the Sunshine Coast and Noosa region, while
‘White Collar Core’ employment is estimated at 13.7% of total employment within the
region. Peer review calculations suggest a higher incidence of white collar employment
(~20%).”
Information Required:
Provide a detailed analysis, including source data, of the calculation of the incidence of ‘White Collar’ and
‘White Collar-Core’ employment within the Sunshine Coast and Noosa Region.
Response:
2.1 EMPLOYMENT TYPE CLASSIFICATIONS
In order to respond to this issue, Urbis has undertaken a review of the white collar employment
designations that were used as part of the Commercial Needs Assessment. This data set has been
sourced from the Australian Bureau of Statistics 2011 Census Place of Work release and is broken down
into 4 Digit Australian and New Zealand Standard Industrial Classifications (ANZSIC) which represent the
finest level of industry categorisation available. For the purposes of this assessment, the data set does
not include survey responses such as not stated, not applicable or inadequately described categories.
The industries are listed in Table A1 in Appendix A, while a summary table stating the type of
employment within the Statistical Areas that made up the Sunshine Coast Regional Council in 2011 are
outlined below.

2.2 OFFICE DEMAND ASSESSMENT – 20% WHITE COLLAR SCENARIO
The Information Request states:
“Peer review calculations suggest a higher incidence of white collar employment (~20%)”.
To demonstrate the difference in the level of demand using the white collar employment proportion of
20%, compared to 13.7% in the initial Commercial Needs Report, Urbis has run a scenario utilising the
higher figure.
For the purposes of this demand analysis, the new assessment assumes that the proportion of white
collar employment increases to 20% in 2013 and is kept constant going forward. The new scenario has

kept the floorspace ratio of 13.9 sq.m per job, which was determined by the Urbis Land Use Survey
conducted in 2014.
The results of this analysis are outlined in Table 8.2 overleaf with the key points discussed below:
Based on the assumptions outlined above, the increase in the total number of white collar jobs in the
study area increases by around 32,540 jobs between 2013 and 2031 compared to the previous
figure.
Using the same market shares as the initial Commercial Needs Report (27% and 50%) these
additional jobs result in the demand for additional commercial office floorspace at Noosa Civic
increasing to approximately 5,450 sq.m and 10,090 sq.m respectively.
Compared to the initial Commercial Needs Report, this represents an increase in the demand for
commercial office space of around 1,110 sq.m (using the 27% market share) and 2,060 sq.m (using
the 50% market share) over the 18 year period to 2031. This equates to an additional 60 to 114 sq.m
per year.
As a further indication of demand for commercial office space in the Noosa region, discussions with
Sunshine Coast real estate agents indicates that there has been some enquiry from medical businesses
such as chiropractors, physiotherapists etc. These prospective tenants have mainly been requesting
office/medical space in other established areas such as Noosaville and Noosa Junction. These areas
present a more appropriate location for these medical/health related tenants as they already have a
considerable number of similar tenants in the area. Given the proximity of Noosa Civic to Centrelink, the
demand for commercial office space was mostly driven by employment service businesses.
Local office market intelligence provided by real estate agents indicates that the Noosa office market
struggles to attract tenants of significant scale. By way of example, the “Marquesas on Peregian”
commercial office development located at 247-253 David Low Way has taken 6 years to reach a 90%
take up. The most likely market appears to be for small tenancies of 60 sq.m to 80 sq.m in small scale
developments of 1,000 sq.m to 1,500 sq.m.

3 Conclusion
It is noted that office based white collar workers occupy a range of non-office premises, including home
office and industrial premises. This is generally driven by affordability and convenience. This is a
characteristic of the Noosa region and consistent with the lifestyle of the region and the semi-retired
nature of parts of the professional workforce. This is anticipated to continue, and potentially increase, in
the future as the population ages.
Allowing for a higher proportion of office based white collar workers (20% up from 13.7%) has an
insignificant impact on the demand for office space at Noosa Civic (from 60 sq.m to 114 sq.m per annum)
