PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2023
assessment of the original application, it is not known how many practitioners will be on site and
there is a risk that if the site has a large number of practitioners as typically seen for medical
centres, parking may become an issue, given there is no on-street parking for potential overflow.
Based on the provision of 190 equivalent spaces (188 car spaces and 8 motorcycle/scooter
spaces), and 3 spaces needed for each practitioner, this would equate to 63 practitioners. It is
therefore considered that the condition for a maximum number of practitioners be retained and
updated reflective of the reduced car parking which in reflected in changed Condition 4. . This is
also considered important given the percentage of tandem parking spaces has been increased
from that previously approved, with 48 tandem spaces proposed.
The changes to car parking reduce disabled spaces from 8 to 2 spaces, 1 on each level adjacent
to a shared area. These numbers do not comply with AS2890.6 (Parking Facilities), as 4 spaces
are required (based on 188 car parks). There is scope for the parking layout to dedicate a space
either side of the shared area as shown on each level and therefore Condition 25a) is
recommended to be amended to reflect the required numbers.
A number of minor and consequential changes to other conditions are recommended as follows:
• Delete existing condition 15 that requires the amalgamation of the land which was previously
2 lots, as amalgamation has occurred;
• Amend Condition 41 to reflect Council’s Local Law for signage;
• Amend Condition 47 to reflect Noosa Plan 2020 climate considerations;
• Amend Condition 54 to include the word ‘generally’ in accordance with, as the layout of waste
area layout has changed and update reference to current PSP 9.

5. CONCLUSION & REASONS FOR DECISION
The proposed changes align with the current approval and the Noosa Plan 2020, in terms of the
required design and built form parameters, landscaping and car parking. While the proposed
changes reduce the proposed floor area substantially and remove the caretaker’s residence, the
changes are considered minor pursuant to the Planning Act 2016 and are therefore recommended
for approval. A number of consequential changes are required to the conditions primarily to update
the plan references, which includes the recommendation of Condition 15 to be deleted given the
land has now been amalgamated and thus this condition is redundant.
