PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2023
Following the mediation, the applicant produced a revised Noise and Lighting Amenity report which
was reviewed by an external specialist consultant for Council. Council’s consultant raised a
number of issues, identifying some gaps in the report and consequently a further assessment and
supplementary report was prepared by the applicant.
Proposed Change to Operating Hours - Noise
The reports detail the results from undertaking background noise readings and use of a noise
model to predict noise levels at the adjacent 2 storey town houses to the north of the site between
4am to 5am, being the only sensitive receptors, which are relevant to this noise assessment.
Notably the southern facades of these townhouses do not have any doors or windows and thus
the receiver points were placed at the most exposed window on the eastern façade of each
townhouse. The 1.8m to 3m high acoustic fence required by this development approval has also
been installed.
The report concludes that the trading of the BP between 4am and 5am will have no adverse impact
upon sleep disturbance of adjacent residents in the townhouses given that:
• Resultant Lamax events will be both compliant with recognised sleep disturbance criteria;
and
• Lower than existing ambient Lamax levels from passing traffic.
Proposed Lighting of Helios Signs
The applicant seeks approval for the illumination of 4 small round BP Helios signs that are located
within the LED strip lighting on the canopy façade. An elevation of the proposed signage on site
is provided in Figure 3 below:
The existing approval permits the illumination of one sign, and the pylon sign is currently
illuminated.
The LED strip is also illuminated on the canopy façade, with the LED strip on the canopy not
regulated by the Noosa Plan 2006 signage requirements.
Figure 3 – Proposed 4 Helios Signs
The reports detail the results from a lighting survey conducted to obtain illuminance measurements
on the northern boundary of the site with the Helios Signs both off and on. The testing shows no
change in light spill with the Helios signs operating and is not surprising given the small area of
each of the signs.
