1.0 INTRODUCTION
1.1 PURPOSE
This Bushfire Hazard Assessment Report has been prepared to assess the degree of bushfire hazard and
associated risk acting on Lot 4 on RP213871 located at 797 Ringtail Creek Road, Pomona (herein referred
to as ‘the site’). The applicants are seeking to build a primary dwelling within a vegetated area within the
south-eastern site extent. Building Plans have been provided as Appendix A. This assessment has been
undertaken to determine the specific extent of bushfire hazard acting on the proposed dwelling and to
determine the setback distances required to safely locate the dwelling. Setback distances will also
determine the Bushfire Attack Level (BAL) construction standard under Australian Standard AS3959:2018
Construction of Buildings in Bushfire Prone Areas.
The following documents prescribe the bushfire assessment measures utilised in Queensland and have
been drawn upon in the preparation of this report:
Natural Hazards, Risk and Resilience –– Bushfire State Planning Policy – state interest guidance
material (The Department of Infrastructure, Local Government and Planning, 2019)
Bushfire Resilient Communities. Technical Reference Guide for the State Planning Policy State
Interest ‘Natural Hazards, Risk and Resilience - Bushfire’ (Queensland Fire and Emergency Services
(QFES), 2019)
1.2 ASSESSMENT AREA
QFES (2019) defines the assessment area as the development footprint and all land within 150m of the
extent of the development footprint (i.e., the build location). The overall site is located within a
predominantly vegetated rural area and covers approximately 3.4ha. The site currently contains several
sheds and horse stables, with a semi-cleared area surrounding the existing sheds. The remainder of the
site is dominated by native vegetation, including tall open Eucalypt forest in the south, and native
regrowth vegetation in the north. Vegetated and semi-vegetated rural allotments dominate the landscape
surrounding the site. Plate 1 depicts the existing site conditions within the assessment area.

1.5 SURROUNDING LAND USES
The site is located within a rural landscape characterised by mixed land uses containing a mosaic of cleared
and vegetated areas. Rural land uses dominate the landscape to the east, with large areas characterised
by regularly mowed/slashed grass with low density woody vegetation. Large expanses of hazardous
vegetation surround the site in all other directions, including remnant and regrowth vegetation and
established Eucalypt plantations. Surrounding land uses are depicted in Plate 4.

1.6 TOPOGRAPHY
The site is located on gently sloping land adjacent to Six Mile Creek which is located approximately 175m
to the north of the site. The site and surrounding landscape exhibit a slight north-westerly aspect with an
average slope of approximately 1 degree. The site exhibits a maximum height of 89m AHD in the south-
east corner and descends to a low point of 84m AHD near the western boundary. Plates 5 & 6 depict
topography conditions surrounding the site.

1.7 VEGETATION
A site assessment was undertaken on 25 August 2021. Vegetation within the 150m assessment area
surrounding the proposed build site is characterised by tall open Eucalypt forest with vineforest
understorey. The canopy has attained a height of greater than 30m and is dominated by Eucalyptus
grandis (flooded gum). The mid-storey is mid-dense and contains a diverse range of vine forest species
including Commersonia bartramia (brown kurrajong), Flindersia bennettiana (Bennet’s ash), Glochidion
ferdinandi (cheese tree), Jagera pseudorhus (foam bark), Alphitonia excelsa (red ash), and Syzygium
oleosum (blue lily pily). Vine species such as Flagellaria indica (whip vine) and Cissus hypoglauca (native
grape) also occur in the mid-storey. The understorey is dominated by species such as Blechum
cartilagineum (gristle fern), Gahnia aspera (sword sedge), Scleria sphacelata (a sedge), and Lomandra
longifolia (mat rush) with shrub species such as Tabernaemontana pandacaqui (banana bush) and
Cordyline rubra (narrow-leaved palm lily). The vegetation community is analogous with Vegetation Hazard
Class 8.1 (VHC 8.1) which is described as Wet Eucalypt Tall Open Forest (QFES, 2019). Plate 7 depicts
typical conditions within the open Eucalypt forest surrounding the proposed build location. The remainder
of the vegetation within the 150m assessment area was low threat mowed grass with low density woody
vegetation surrounding the existing on-site sheds and associated with neighbouring allotments.

2.0 BUSHFIRE HAZARD ASSESSMENT
2.1 STATE ASSESSMENT METHODOLOGY
2.1.1 General
The Noosa Plan 2020 requires a site-specific bushfire hazard assessment to be undertaken when a
development site is located within a mapped Bushfire Hazard Area. Chapter 2, Part 1, Section 8, Item 4(a)
of the Planning Act 2016 states that ‘where there is an inconsistency between a State Planning Policy and
a local government planning instrument, a State Planning Policy applies instead of a local planning
instrument’. The SPP mapping is therefore used as the trigger for assessment against Council’s Bushfire
Hazard Overlay. Furthermore, the site-specific hazard mapping required by the Planning Scheme is to be
prepared consistent with the methodology adopted to prepare the SPP mapping.
The State government have described the methodology used to prepare the SPP mapping in the following
publications:
Natural Hazards, Risk and Resilience –– Bushfire State Planning Policy – state interest guidance
material (The Department of Infrastructure, Local Government and Planning, 2019)
Bushfire Resilient Communities. Technical Reference Guide for the State Planning Policy State
Interest ‘Natural Hazards, Risk and Resilience - Bushfire’ (Queensland Fire and Emergency Services
(QFES), 2019)
QFES, 2019 states that although state-wide bushfire prone area mapping is regularly updated, land use
and vegetation cover (key contributors to bushfire hazard) are subject to change, particularly regarding
the extent of hazardous vegetation. Accordingly, the first step of a bushfire hazard assessment is to
undertake a reliability assessment to determine whether the site’s observed characteristics are consistent
with the inputs used to create the mapping and the mapping outputs. A reliability assessment is therefore
undertaken for the site and all land within 150 metres of the proposed development.
The preparation of a Local Hazard Area Map has been undertaken for the site in accordance with the
methodology described in the above referenced documents. The input parameters used to determine the
bushfire hazard acting on the site are detailed in the sections below.
2.1.2 Vegetation Hazard Classes
Fuel loads need to be determined when preparing a bushfire hazard assessment. The QFES refers to the
process for identifying, classifying and mapping vegetation hazard classes as a Vegetation Hazard Class
Assessment. In accordance with the methodology outlined in Section 6 of the Bushfire Resilient
Communities (QFES, 2019), the following Vegetation Hazard Classes (VHC) were identified within the
assessment area (which includes a 150m buffer surrounding the proposed build location):
VHC 8.1 – Wet Eucalypt Tall Open Forest
VHC 40.4 – Continuous low grass or tree cover
October 2021 BUSHFIRE HAZARD ASSESSMENT Page: 8
797 Ringtail Creek Road, Pomona
Page 12
2.1.3 Maximum Landscape Slope
The vegetation influencing the proposed build location is generally located across slope of the
development area or on a slope <2 degrees downslope of the development area. Where the slope under
hazardous vegetation is located across slope, it is considered ‘upslope’ irrespective of the slope of land
between the site and the edge of the hazardous vegetation. Note that for the purposes of undertaking a
bushfire hazard assessment, where the topography is flat or where vegetation is located upslope of an
assessment site, a slope of 1 degree is required to be used to satisfy the mathematical formula, however
it has negligible impact on the calculations.
2.1.4 Fire Danger Index
The Queensland government produce a publicly available data package which includes selected inputs
and information used by the CSIRO in conjunction with the QFES to prepare the State-wide Bushfire
Hazard Area (Bushfire Prone Area) mapping (July 2014). The data includes Fire Weather Severity (Fire
Danger Index - FDI). A review of the dataset for the assessment area indicates that the site is located
within a band of FDI 47.

3.0 LOCAL HAZARD MAP
3.1 GENERAL
The SPP reference documentation sets out the following methodology for preparing a Local Hazard Area
Map:
Categorising the vegetation within the site in accordance with the vegetation hazard classes
derived from QFES (2019)
Using the patch and corridor filtering process to remove narrow corridors and small patches of
hazardous vegetation
Subdividing the identified vegetation hazard classes into bushfire hazard sub-units based on
slope differences and vegetation hazard classes
Assigning SPP Potential Bushfire Intensity classes to the sub-units
Application of 100m Potential Impact Buffers to the amended sub-units to derive an overall Local
Hazard Map.
3.2 PATCH AND CORRIDOR FILTERING
Section 4.2.6 of Bushfire Resilient Communities (QFES, 2019) outlines the patch and corridor filtering
process to modify potential intensity of small patches and corridors (based on Leonard et. al. 2017). The
process involves the following three stages:
Merging small patches of a single Vegetation Hazard Class less than 0.5ha
Merging small Vegetation Hazard Class patches between 0.5 and 1ha with higher or moderate
fuel loads (greater than 8 tonnes/ha)
Removing narrow corridors of vegetation less than 50m wide through a process of patch erosion
and dilation. These small patches are merged with surrounding vegetation by allocating a patch
to the Vegetation Hazard Class that is most common to the patch boundary.
3.3 CALCULATION OF POTENTIAL BUSHFIRE INTENSITY
The Potential Bushfire Intensity of each identified sub-unit has been calculated by inputting the site-
specific input parameters discussed in Section 2.1 into the FLAMESOL computer model. FLAMESOL uses
industry standard bushfire equations and allows numerous input variables to be adjusted including fuel
loads, fire danger index, site slope and distance to vegetation. Table 1 details the Potential Bushfire
Intensity classes and their corresponding potential fire-line intensity (KW/m) values as prescribed within
Leonard et. al. 2017.

4.0 SETBACKS
The site assessment undertaken above has concluded that the proposed dwelling is to be located within
a High Potential Bushfire Intensity area (refer to Local Hazard Map presented as Figure 1). Therefore,
sufficient setbacks from hazardous vegetation should be implemented to reduce the risk of possible
uncontrolled wildfire events to the dwelling.
There are no specific setback criteria for a Material Change of Use development application under the
Noosa Plan Bushfire Hazard Overlay Code or the SPP Assessment Benchmarks. Assessment Benchmark 4
of the State Planning Policy – state interest guidance material states: Development supports, and does
not hinder, disaster management response or recovery capacity or capabilities. Where reconfiguring a lot
creating lots of greater than 2000 square metres, to ensure emergency access and operational space for
firefighters the subdivision layout results in lots that are sited so that they are separated from the closest
edge to the adjacent medium, high or very high potential bushfire intensity area by a distance that
achieves a radiant heat flux level of 29 kilowatt per square metre or less at:
1. The building envelope, if identified at RaL stage, or
2. Where a building envelope is not identified, at all the lot boundaries.
Compliance with Assessment Benchmark 4 can be attained where proposed dwellings are sufficiently
separated from the nearby forest hazard so that a radiant heat flux level at any point on the building does
not exceed 29 kW/m². The setback must be maintained as a dedicated Asset Protection Zone which
comprises only low threat vegetation, such as maintained lawns and cultivated gardens or are designed
to ensure a potential available fuel load is maintained at less than 8 tonnes/hectare in aggregate and with
a fuel structure that remains discontinuous.
Whilst it is acknowledged that the application is not for a reconfiguration of a Lot development approval,
it is considered that the 29kW/m2 minimum separation prescribed in Assessment Benchmark 4 is a
suitable minimum setback to be applied to the proposed dwelling. The separation required to achieve
<29kW/m2 radiant heat flux is equivalent to a BAL 29 construction standard under AS3959:2018.
4.1 SETBACK CALCULATIONS
Modelling has been undertaken to determine the setback distance required for the dwelling to achieve
the recommended 29kW/m2 separation. The models used comprise industry standard bushfire equations
using the FLAMESOL computer model. The FLAMESOL Minimum Distance calculator has been used and
comprises an AS3959 Method 2 based calculator which can determine a suite of bushfire behaviour
variables including the minimum distances required to achieve a range of different radiant heat level
exposures. The quantitative modelling output has been used to identify the setback requirements to
achieve the recommended <29 kW/m² radiant heat flux setback and achieve a BAL 29 construction
standard under AS3959. The modelling output is shown in Plate 8 and summarised in Table 2.

Table 1. Radiant Heat Flux Minimum Setbacks to secure <29kW/m²
Vegetation Description <29 kW/m² Minimum Setback
VHC 8.1 – Wet Eucalypt Tall Open Forest 25.3m
As per Table 2, it is recommended that the proposed new dwelling shall be provided with a dedicated
Asset Protection Zone (APZ) with a width of 26m from the adjacent High Potential Intensity Area
associated with the VHC 8.1 vegetation surrounding the dwelling. This setback would also provide a BAL
29 construction standard to the proposed dwelling under AS3959:2018. Section 4.2 prescribes the specific
management requirements of the APZ.
The new dwelling is proposed approximately 10m from the eastern allotment boundary and 20m from
the southern boundary. It is noted that a 26m setback is not available to be provided within the extent of
the allotment boundary to the south and east. This is considered acceptable as the boundaries adjoin

Page 19
existing cleared areas in these locations including maintained access driveways within adjoining
allotments which can contribute to the APZ required to safely locate the dwelling.
4.2 VEGETATION MANAGEMENT WITHIN ASSET PROTECTION ZONE
The Asset Protection Zone is required to be maintained in a low fuel state in perpetuity. Assessment
Benchmark 5 of the SPP Bushfire 2019 seeks that the site layout places the landscape and open spaces
within the site between premises and adjacent mapped medium, high or very high potential bushfire
intensity areas. This landscaping and open space comprises protective landscape treatments that:
1. Comprise only low threat vegetation (e.g., maintained lawns and cultivated gardens); or
2. Are designed to ensure a potential available fuel load is maintained at less than 8 tonnes/hectare in
aggregate and with a fuel structure that remains discontinuous. The vegetation contained within the
dedicated Asset Protection Zone shall satisfy Assessment Benchmark 5 of the SPP Bushfire 2019 and the
low threat vegetation criteria prescribed in Section 2.2.3.2 of AS3959.

5.0 CONCLUSION
A bushfire hazard assessment has been completed for Lot 4 on RP213871 located at 797 Ringtail Creek
Road, Pomona, and has identified that the vegetation present within and adjoining the site comprises an
overall risk rating of a High Potential Bushfire Intensity hazard. A 26m wide Asset Protection Zone has
been recommended to be implemented around the dwelling to achieve a minimum 29kW/m2 separation
as prescribed within Assessment Benchmark 4 of the State Planning Policy – State interest guidance
material – Natural hazards, risk and resilience – Bushfire (2019). This setback would also provide a BAL 29
construction standard to the proposed dwelling under AS3959:2018.
Bushfire can be unpredictable and requires adequate preparatory planning and actions to be undertaken
to minimise impacts to property and potential loss of life. This assessment has been prepared with
consideration of site conditions observable at the time of inspection, the distance between the proposed
development and potentially hazardous vegetation, the extent of fragmentation occurring within the
landscape and the nature of the development proposed. The hazard assessment methodologies
described in this report are not based on assessments of catastrophic bushfire events which may occur
from time to time. The unpredictable nature of bushfires prevents any guarantee being provided that the
area will not be affected by bushfire at some time. Property owners and site users should be aware of the
potential consequences of such events and should take responsibility for the protection of property and
personnel accordingly.
