PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 SEPTEMBER 2019

                                                                                Visual Impact Assessment
                                                                                      PEA 1802 of 2019

      2 The Visual Context
6 In order to consider the particular concerns raised in Council's reasons for refusal, it is first necessary to
            appreciate:
                      i.  The visual qualities (particularly character) of the locality (existing and future);
ii ‘The visual qualities (particularly scale, proportion, form) of the streetscape; and
iii, The visual qualities of the building on which the sign is located.
      2.1 The Locality
7 The subject site has an area of 1,585 sqm within the Noosa Metro Innovation Park — part of a larger
industrial area extending southward from Eenie Creek Road in Noosaville and comprising large format
warehouse developments (refer Figure 2). The Innovation Park, comprises eleven industrial lots and
effectively forms a pocket of industrial development at the south-eastern corner of this larger industrial
area. To the west of this pocket is a large storage facility (Storage First Noosa). To the east and south of
this pocket is the Eenie Creek Bushland Reserve.
8 Immediately north of the subject site is a vacant site. To the west of the site, across the internal road is
2 Tradelink building (refer Figure 3 below). Other warehouses with prominent signage in the area
include: Storage First at 78-80 Rene Street (refer Figure 4 below), and Self Storage at 64-66 Rene Street
           and at 77 Rene Street.
9 The visual environment of the Innovation Park, like most industrial areas of this nature, is a busy and
manoeuvring areas, and prominent signage. It is not a high quality visual environment and apart from
the green backdrop provided by the bushland surrounding (visible from only some locations), it lacks
           any memorable features.
10} ~—- Within this locality, the subject sign (and the Actrol building generally) have a very limited visual
catchment (shown on Figure 5). Specifically, views to the building and the sign are only available for a
stretch of approximately 110 metres along Rene Street, and for approximately 40 metres along the
           internal road.
1 Figure 7 - Figure 11 below depict views to the subject site from within this catchment. As shown in
these figures, the visibility from Rene Street is already interrupted by street tree planting, and will be
substantially reduced once a building is constructed on the vacant site between the subject site and
           Rene Street.
12 While the provisions in the Advertising Devices Code mention existing and future character of the
locality, it would seem that the character of the local area is unlikely to change substantially from the
character that currently exists. Of particular note, there is no potential for further development or
Signage to the east of the subject site, meaning the proposed sign will not be seen in the context of
           further signage in the future.

                                                                                              6o0f17
