PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 SEPTEMBER 2019
The quality and quantity of groundwater, surface water and wastewater discharge is
optimised to minimise impacts to receiving waters, aquatic ecosystems and human
health.
C. As a result of the introduction of a new separate Environment Grants Program and Policy,
Council approve the amendments required to the Community Grants Policy as detailed in
Attachment 2 to the report to the General Committee meeting dated 18 February 2019; and
D. Authorise the CEO to make any required minor amendments to the Policies prior to
publication.
Finance
Noosa Council has already allocated $250,000 for the delivery of the Multi-year Environment
Collaborative Grants in the 2019/20 financial year. This report does not change this financial
commitment.
Risks & Opportunities
The Multi-year Environment Collaborative Grants provide a fantastic opportunity to partner with
the community to deliver on key environment projects over a number of years, to drive and
advance the implementation of the Noosa Environment Strategy. Relating the Grants to the
Strategy not only ensures that funds are directed in the right way, but creates a shared buy-in to
those key strategic aims, with Council and the community.
Without clear guidelines and a degree of independence, there is a risk that poor decisions could
be made with respect to the giving of ratepayers’ funds to community groups, to deliver on Noosa
Environment Strategy outcomes. The Multi-year Collaborative Environmental Grants - Operating
Guidelines provide for three persons to independently assess the applications, including one
external to Council, and also provide a transparent list of assessment criteria. All projects subject
to grant will be approved by Council.
