The Chief Executive NR&M or delegate found that the clearing to occur as result of the
MCU is for community infrastructure if there is no suitable alternative site for mecting the
community need for the community infrastructure.

Proposed clearing of assessable vegetation associated with the MCU is within an area of
regional ecosystem |2.3.13 that is identified as a natural wetland affording reference to the
definition of a wetland within the MCU Policy and the REDD Version 4.2.

The regional ecosystems identified as wetland regional ecosystems are considered potential
discharge areas and areas subject to waterlogging. This corresponds to low lying areas of
RE 12.5.3 & 12.5.4 dominated by Melaleuca species and the area of 12.3.13 within the area
of the proposed development.

The remnant vegetation restoration program proposed for Lake MacDonald demonstrates
that the applicant has the capacity, intent and resources to embark on a program that may
result on the recovery of an equivalent area of endangered, of concern and not of concern
remnant vegetation that will be removed as a consequence of the proposed landfill
expansion.

In consideration of the NR&M Interim Policy for Vegetation Management Offsets 3 October
2005, it was found that the restoration program proposed did not demonstrate that all
elements of Part A of the Policy will be achieved. In particular: Items A.3, A.8, A8(2) &
A.9. As a consequence it was found that the remnant vegetation restoration program
proposed did not effectively demonstrate that the restoration will occur as a consequence of
the proposed development,

Reasons for the imposition of conditions.

1

Conserving remnant endangered, of concern and not of concem regional ecosystems and
protecting biodiversity.

Preventing loss of biodiversity and maintaining ecological processes associated with natural
wetlands, lakes and springs.

Ensuring clearing does not cause land degradation and to maintain ecological processes,
increased salinity and waterlogging and the salinisation of ground and surface water are to
be prevented.

Conserving remnant endangered regional ecosystems, remnant of concern regional
ecosystems, and remnant not of concer regional ecosystems in manner that ensures that the
current extent of endangered, of concern and not of concer regional ecosystems are
maintained.
