PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 APRIL 2017

Register, 59% were lone person households and 80% were households where a member of the
family had a disability.
Around 50 households on the public housing waiting list were categorised as homeless. Some
on the waiting list had been waiting at least 10 years.
There is very limited community housing available in Noosa Shire, with only 21 community housing
rental dwellings. There is a very limited amount of transitional and emergency housing available
in Noosa Shire, with government services located out of the area (many in Nambour).

2. Housing Needs for Specific Groups

Aged Accommodation

Despite increasing availability of home care and people being able to stay in their own homes
longer, there is forecast to be a shortfall of Residential Aged Care places in Noosa Shire and
particularly in the coastal urban areas where younger/independent retirees are currently well
represented.

Benchmarking aged care provision at a local government or locality scale is no longer undertaken
by the Australian Government, and data provided by the Australian Government is structured
around aged care planning regions. The Sunshine Coast aged care planning region encompasses
the local government areas of Sunshine Coast, Noosa and much of Gympie Region (including
Gympie itself but excluding Kilkivan). At this regional level the number of allocated residential aged
care places and home care places are already lower than national benchmarks. With population
growth and delivery of new facilities there can be temporary deficits or surpluses however by 2026,
both residential and home care places are projected to be in deficit, even if all places that have
been provisionally allocated are delivered.

The Housing Needs Assessment examined aged care beds that have been allocated amongst the
existing facilities at Kabara Hostel Cooroy, Ozcare Noosa Heads, Carramar Hostel and Noosa
Nursing Centre Tewantin, or provisionally allocated at Noosaville even though no facility has been
built and no development approval granted.

Additionally, a number of additional aged care facilities are proposed or approved however aged
care places have not been allocated to these facilities by the government as far as can be
determined:
 Palm Lake Care has a current development approval for a 120 bed aged care facility with its
      Retirement Resort at Cooroy
 Sundale Tewantin has a current development approval for a 60 bed aged care facility within
its proposed Retirement Village at Tewantin
 Blue Care has development approval for a 118 bed aged care facility at Grasstree Court,
      Sunrise Beach.

It is not understood why these approved facilities have not proceeded, however, even if all of these
facilities are provided, a shortfall of 87 places would again emerge by 2031, and grow to a shortfall
of 199 places by 2036.

There is also a theoretical shortfall in the number of independent living units and while some of this
need may be met by increasing smaller, affordable dwellings through community, and allowing
secondary dwellings for unrelated parties, it is anticipated that there will be an ongoing and possibly
increasing demand for retirement communities.
