PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 APRIL 2017
Code Discussion
Infrastructure Uses The Code includes requirements around two central themes - Health & Safety and
Code Visual Amenity.
Health & Safety
The Specific Outcomes of the Code require the development to avoid
unacceptable risks to the environment or to personal and public safety. The
applicant has provided a summary of the maximum cumulative radiofrequency
(RF) and electromagnetic energy (EME) levels at ground level emitted from the
proposed tower, assuming full power usage. The summary indicates the proposed
tower will emit a maximum EME level from the tower, which is 0.089% of the
Australian Radiation Protection and Nuclear Safety Agency’s (ARPANSA)
regulated acceptable maximum radiation public exposure limits.
Taking a precautionary approach to the sensitive issue concerning health and
safety over time, certification is to be provided by the telecommunications carrier
upon request. The certification must demonstrate annual compliance with the
Health & Safety requirements compared to ARPANSA regulations.
Visual Amenity
The Code seeks for the tower to be visually integrated with its landscape so as
not to be visually dominant or obtrusive. The proposed tower is 46m in vertical
height with the applicant indicating the height is required to provide appropriate
coverage to the surrounding properties.
The tower will be sited in an appropriate location on the subject site at 23 Jirrima
Crescent with sufficient separation distance proposed to nearby dwellings. Both
the subject site and adjoining lots have existing vegetation which provides
adequate screening to the lower portion of the tower and in some instances results
in the tower being only intermittently visible (see Attachment 1). The proposed
tower is considered to be reasonably visually integrated with its setting so as not
to dominate views from surrounding areas.
Conditions are recommended for the development to be finished with suitable
muted tones, no lights to be attached and existing vegetation to be kept around
the perimeter of the lease area which would assist in screening the tower.
Colocation
The objective of the proposed facility is to be located where coverage is provided to as many
premises as practicable in the community of Cooroibah. On this basis, the applicant undertook a
site suitability analysis with specific regard to technical feasibility (network line of sight,
topographical constraints, construction limitations etc.), amenity of nearby residents and network
coverage.
As part of this analysis the applicant identified 4 potential sites comprising 3 rural residential
properties and an existing Telstra facility located approximately 1.2 km south of the subject site.
Further detail of each site and its suitability is outlined below in Table 2.
