PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 APRIL 2017
Issues Comments
The proposed infrastructure use does not The Planning Scheme does not nominate a maximum
comply with the planning scheme given its vertical height for a Infrastructure Use (Type 3 –
proposed height and will impact on the Tower) in the Rural Settlement Zone and the
amenity of the area. assessment relies on whether the tower visually
integrates with the landscape setting so as not to be
visually dominate or obtrusive.
Although the tower will be intermittently visible from
nearby dwellings and along Jirrima Crescent, it is
considered that the proposed setback to nearby
dwellings in combination with the existing vegetated
buffer reduces any visual impact to a reasonable and
acceptable degree.
It is considered that the proposed height of the tower
is acceptable. It is further noted, no submissions were
received from either adjoining landowners and the
submitter does not disclose their address.
5. CONCLUSION
The proposed development is for a tower with a vertical height of 46m to be erected at 23 Jirrima
Crescent, Cooroibah for the establishment of the fixed wireless network infrastructure of the
National Broadband Network (NBN). The site is located within the Rural Settlement zone and the
proposed Infrastructure use as a Service & Utility Type 3 Tower is identified as an inconsistent use
within the zone.
Despite the inconsistency with the zone, the application has been assessed against the provisions
of The Noosa Plan and does not raise any significant planning concerns. The tower does not pose
an unacceptable risk to public safety. The proposed location is set amongst existing vegetation
and is an acceptable distance away from neighbouring properties so as not to be visually dominant
or obtrusive.
Whilst the proposed use raises a conflict with the Cooroibah Locality Code, it is considered that
the following grounds are sufficient to support the proposal:
1. The telecommunications facility will provide coverage for the NBN fixed wireless network,
allowing for the delivery of higher speed data to rural households in the Cooroibah area; and
2. The proposal will not significantly impact on the visual or residential amenity of the locality
as appropriate separation distances are retained to existing nearby residents and the tower
will be partly screened by existing vegetation.
The application is therefore recommended for approval, subject to conditions.
