Dear Mr Brennan

SARA Information Request—1073 Pomona Kin Kin Road, Kin
Kin
(Given under section 12 of the Development Assessment Rules)

This notice has been issued because the State Assessment and Referral Agency (SARA) has identified
that information necessary to assess your application against the relevant provisions of State code 1:
Development in a state-controlled road environment (State code 1) of the State Development
Assessment Provisions (SDAP) has not been provided.

 State-Controlled Road Access
 1. Issue:
The proposal seeks to retain the existing access to Pomona Kin Kin Road, a state-controlled
road. However, sight lines at this location appear to be constrained by a crest and the access is
unlikely to achieve Safe Intersection Site Distance (SISD) in accordance with the Department of
Transport and Main Roads’ (DTMR) Road Planning and Design Manual 2nd Edition (RPDM) and
relevant sections of the AUSTROADS Guide to Road Design, Part 4A – Unsignalised and
         Signalised Intersections.
Further information is therefore required to determine whether the proposal results in a safety
hazard on the state-controlled road and complies with Performance Outcome (PO) 15 of State
         code 1 of SDAP.
         Action:
Provide an access assessment, prepared in accordance with the DTMR’s Guide to Traffic Impact
Assessment and certified by a Registered Professional Engineer of Queensland (RPEQ), that
demonstrates visibility at the access achieves SISD for approaching traffic where a vehicle is
propped to turn right into the site and for vehicles exiting the site. The assessment must be
consistent with the RPDM and relevant sections of the AUSTROADS Guide to Road Design,

Part 4A – Unsignalised and Signalised Intersections for an 80km/h design speed (to suit the
          posted speed of 70km/h).
Please note that to assist in meeting the sight distance requirements, it is recommended you
undertake a speed survey of Pomona Kin Kin Road in accordance with the DTMR’s Queensland
Manual of Uniform Traffic Control Devices, Part 4: Speed Controls. Where the 85th percentile
vehicle speeds are less than the posted speed limit, the design speed could be reduced.
