No acceptable outcome provided PO23 Buildings and other structures present a high level of architectural merit with building elements and forms that: (a) are consistent with the bulk and scale of buildings on adjoining and nearby land; break down the facade into finer scaled components; provide strong visual relationships to the landscape, natural features and recreation areas in the vicinity; create a pedestrian scale with visual interest; present subtle changes in colours, textures and materials to break up the building facades; integrate signage with the building design; integrate landscaping into the building design and car parking areas; are well articulated with strong horizontal and vertical design elements providing an interesting streetscape; and complement landform changes and landscape features, stepping down sloping sites and minimising cut or fill. **FINAL DRAFT - Post Consultation 2019** AO23.1 Buildings incorporate horizontal and vertical articulation. AO23.2 Elevations are no longer than 15 metres without articulation of at least 0.75 metres and present changes in textures and materials to break up building facades. AO23.3 Frontages to public streets or semi-public spaces are articulated with vertical elements to emphasise a finer-grained building frontage. AO23.4 Buildings incorporate: variations in plan shape, such as steps, recesses, projections or splays: variations in the vertical profile, with steps or slopes at different level; variations in the treatment and patterning of windows, sun protection and shading devices, or other elements of a fagade treatment at a finer scale than the overall building structure; balconies, verandahs or terraces; and planting, particularly on terraces, and low-level roof decks or incorporate other landscape elements such as green walls. AO23.5 For multi-site developments buildings maintain the appearance of smaller buildings or varied frontages and reflect the fine grained character of the existing built form. AO23.6 Any large scale buildings within the Village Mixed Use Precinct are to be sleeved with active shopfronts at street level where possible and include landscaping or design features at upper levels where visible from public spaces.
