that through the establishment of ongoing and detailed physical condition assessments that more
defined renewals will replace the traditional “bucket” allocations that are currently identified and
replaced with asset specific renewal programs within the 10-year capital works program.

As the parks and playgrounds assets age, continued condition assessments are required to monitor

4.6 Capital Upgrades, Expansion and New Assets
There is a need to develop more maturity in the overall assessment and management of our parks
and playgrounds assets before there is a consideration for further upgrades and expansion of the
parks and playgrounds assets. Changes in demographics, increased patronage, cost benefits,
sustainability, environmental impacts and overall community benefit are key indicators when
planning for capital upgrades and new pathways and boardwalk assets.

The graph below identifies the 2021/2022 financial year as the most significant investment for
upgrade and expansion projects for the next 10 years. These works related to the completion of the
Cooroy Adventure Park. This project is a good indication of the commitment from Council to further
develop the services it provides to the community as well as promote future economic development
to the tourism and business sectors in the provision of such an iconic piece of infrastructure.
