EXECUTIVE SUMMARY
Noosa Council has a statutory requirement to develop detailed asset management plans for its major
asset classes. The Parks and Playgrounds Asset Management Plan (the Plan) is the eighth and final
asset management plan drafted in the suite of asset management plans to be developed across
Council’s infrastructure. In developing the the Plan, it was essential to consider the following key
objectives:
1. Describe the assets and the services provided.
2. Link Council’s long-term financial plan by:
a. defining future asset renewal and upgrades - reflecting Council’s Capital Works
Program
b. identifying the current and future operational and maintenance commitments.
3. Levels of service and demand are identified and determined.
4. The assets are identified with a condition.
5. Life cycle costs are addressed.
6. Long-term cash-flow requirements are forecast for asset renewals, maintenance and
operations.
7. Asset rationalisation and disposal is addressed.
8. The risk management activities associated with the assets.
These objectives are aligned with both the Noosa Council asset management roadmap and the
Queensland Audit Office asset management outcomes.
RECOMMENDATION
That Council note the report by the Civil and Asset Operations Manager to the Services Committee
Meeting dated 11 April 2023 and approve the Parks and Playgrounds Asset Management Plan as a
document that specifies the activities, resources and asset classes to achieve Noosa Council’s asset
management objectives.
REPORT
The purpose of the Parks and Playgrounds Asset Management Plan (the Plan) is to define the whole
of life activities associated with operating and maintaining these assets for the Noosa community.
The Plan identifies the assets and the levels of service. A key outcome of the Plan is the identification
of the current state of the asset conditions and the ongoing development of renewal and
maintenance plans. Importantly, the identification of future costs and potential risks to the Parks and
Playgrounds assets is fundamental in achieving the asset management objectives for Noosa
Council.
