EXECUTIVE SUMMARY
The objective of this report is to establish a new Memorandum of Understanding (MOU) with the
Gympie Regional Council, which aims to identify collaborative opportunities based on shared
understanding, community benefit, common interest, goals, and mutually beneficial activities, with a
particular focus on Waste Management.
RECOMMENDATION
That Council note the report by the Manager Waste and Environmental Health to the Services &
Organisation Committee Meeting dated 11 April 2023 and authorise the CEO to progress and sign
a Memorandum of Understanding (MOU) with Gympie Regional Council and subsequently work on
mutually beneficial activities particularly, but not limited to, Waste Management.
REPORT
1. Background
Collaboration is a pivotal criterion for the Council of Mayors South East Queensland (CoMSEQ)
when allocating funding for waste management initiatives. Noosa Council has already established
collaborative efforts with neighbouring councils, such as the Sunshine Coast Council and Gympie
Regional Council. In this context, the Memorandum of Understanding (MoU) aims to initially
formalise the collaboration between Noosa Council and Gympie Regional Council.
The MoU provides both Councils with a framework for collaborating across a range of initiatives.
However, the primary focus of this collaboration will initially be on waste management opportunities,
including but not limited to, waste contracts, waste infrastructure, land banks, and farming for
resource use such as mulch. The collaboration is expected to result in potential efficiencies, including
cost and resource savings.
While Gympie Regional Council is not a member of CoMSEQ, its proximity to Noosa Council's waste
infrastructure highlights the recognition of the benefits of collaboration in achieving better outcomes
for both communities.
