1.0 INTRODUCTION
1.1 BACKGROUND
Future-Plus Environmental (FPE) have been engaged by Mark Kussrow to carry out a bushfire hazard
assessment for a proposed subdivision of land described as Lot 3 on RP226620 and located at 38 Barina
Court, Pomona. The bushfire hazard assessment has been prepared in accordance with the State
Planning Policy and Noosa Council’s Planning Scheme Policy for Bushfire Hazard Overlay.
Land adjoining the north and east comprises rural residential lots with the western and southern site
boundaries fronting Pomona Connection Road and Old Bruce Highway respectively. In addition, there is
a small rural residential lot adjacent to the south-west. Land adjoining the north, east and west of the site
comprises a combination of lawn areas, roadways, residences and dense regrowth of camphor laurel,
with land to the south dominated by camphor laurel regrowth within the road reserve.
A locality plan of the subject land is provided as Figure 1 below and the plan for the proposed subdivision
is provided in Appendix A.

1.2 PURPOSE OF THIS REPORT
This report documents the outcomes of an assessment completed for the site to confirm bushfire hazard
potential for the land, to identify the requirement for asset protection zones to be established to enable a
future residence to satisfy the 29kW/m2 radiant heat energy exposure nominated under Assessable
Benchmark 4 of the SPP and to respond to the Bushfire hazard overlay code in the Noosa Plan 2020.
1.3 NOOSA PLAN 2020
The Noosa Plan 2020 maps the northern eastern and north-western extents of the site and land
immediately adjacent as being subject to high potential bushfire intensity under the Bushfire hazard
overlay. Land within the central north, south and west of Pomona Connection Road is mapped as at risk
of medium potential bushfire intensity with the remaining land mapped as a potential impact buffer (refer
Figure 2).
Figure 2. Noosa Bushfire hazard overlay (Source: Noosa Council Enterprise Mapping System 2022)
1.4 STATE PLANNING POLICY MAPPING
The State Planning Policy includes provisions for bushfire hazard management and refers to State
mapping layers that must be appropriately integrated in a local planning instrument in a way that achieves
the State interest policy. The State and local Council mapping of the areas subject to potential bushfire
intensity are consistent (refer Figure 3).

2.0 SITE DESCRIPTION
2.1 GENERAL
Details relating to the subject site have been summarised in Table 1 below.
Table 1. Property Details
Property Description Lot 6 on RP858535
Address 38 Barina Court, Pomona, QLD, 4568
Property Description Lot 3 on RP226620
Area 64,100 m2
Tenure Freehold
Surrounding Land Use North = Rural
South = Old Bruce Highway road corridor
East = Rural
West = Rural and Pomona Connection Road
The proposed development will result in the subdivision of the land into two allotments. While the existing
residence is located within cleared land within the north-eastern portion of the parent parcel, the area to
be excised in the south has limited permanent structures apart from boundary fencing and a disused cattle
yard which will be removed as part of the development. A building envelope is proposed immediately to
the south of the existing dam, being within the north-west corner of the proposed allotment with access
achieved using an existing driveway onto Pomona Connection Road (refer Appendix A).
The land does not have access to mains sewerage or a reticulated potable water supply. The eastern and
southern extent of the site supports dense growth of camphor laurel while land within the northern extent
of the proposed allotment is predominantly lawn extending through to a creek and associated water pools
that traverses the centre of the proposed allotment (refer Figure 1).
2.2 MAPPED VEGETATION
The southern extent of the parent parcel is mapped as comprising high value regrowth and remnant
vegetation under the Vegetation Management Supporting Mapping System (refer Figure 4). This includes
the following regional ecosystems (RE):

2.5 TOPOGRAPHY
The original lot positions the existing dwellings at the northern edge of the property with open maintained
grass gently rising from 107 m AHD in the south to 145 m AHD in the north. The proposed subdivided lot
in the south is located on gently undulating terrain with an elevation ranging between approximately 102
m AHD and 115 m AHD. The proposed entry from Pomona Connection Road is at the western edge of
the property. From there, the slope descends towards the smaller dam and watercourse in the centre and
remains relatively flat until climbing again in the south-eastern extent towards higher elevations associated
with the Old Bruce Highway (refer Figure 6).

3.0 BUSHFIRE HAZARD ASSESSMENT – STATE ASSESSMENT
METHODOLOGY
3.1 GENERAL
The Noosa Council Bushfire hazard overlay shows the proposed southern allotment predominantly
mapped as a potential impact buffer area, with an area to the west and south mapped as medium potential
bushfire intensity. This mapping requires any lot reconfiguration application to be assessed against
Council’s Bushfire hazard overlay. Site-specific hazard mapping required to confirm the bushfire hazard
has been prepared consistent with the methodology adopted to prepare the SPP mapping.
The State government have described the methodology used to prepare the SPP mapping in the following
publications:
▪ Natural Hazards, Risk and Resilience –– Bushfire State Planning Policy – state interest guidance
material (The Department of Infrastructure, Local Government and Planning, 2019); and
▪ Bushfire Resilient Communities. Technical Reference Guide for the State Planning Policy State
Interest ‘Natural Hazards, Risk and Resilience - Bushfire’ (Queensland Fire and Emergency
Services, 2019).
3.2 VEGETATION HAZARD CLASSES
Fuel loads need to be determined when preparing a bushfire hazard assessment. The Queensland Fire
and Emergency Services (QFES) refers to the process for identifying, classifying and mapping vegetation
hazard classes as a Vegetation Hazard Class Assessment. Vegetation hazard classes (VHC) have been
determined in accordance with the methodology outlined in Section 6 of the Bushfire Resilient
Communities Technical Reference Guide for the State Planning Policy State Interest ‘Natural Hazards,
Risk and Resilience - Bushfire’ (QFES 2019). Table 2 lists the vegetation types and associated vegetation
hazard classes (VHC) which were identified within the assessment area and including a 150m buffer
surrounding the location of the proposed development.
As detailed in Section 2.3, Plate 1, the vegetated areas within and surrounding the proposed site is
predominantly comprised of C. camphora closed forest with minimal understory and ground vegetation.
The Bushfire Resilient Communities Technical Reference Guide for the State Planning Policy State
Interest ‘Natural Hazards, Risk and Resilience - Bushfire’ (QFES 2019) does not have an equivalent VHC
for C. camphora dominated forests. Here, the dominance of the C. camphora with very high (>80%)
canopy cover has prevented the growth of understory and ground vegetation. Therefore, these areas are
considered akin to a closed remnant rainforest VHC due to similarities of the vegetation tiers and typical
FPC.

3.4 FIRE DANGER INDEX
The Queensland government produce a publicly available data package which includes selected inputs
and information used by the CSIRO in conjunction with the QFES to prepare the State-wide Bushfire
Hazard Area (Bushfire Prone Area) mapping (July 2014). The data includes Fire Weather Severity (Fire
Danger Index - FDI). A review of the dataset for the subject site indicates that the site is located within a
band of FDI 47.
3.5 PATCH AND CORRIDOR FILTERING
Section 4.2.6 of Bushfire Resilient Communities (QFES (2019) outlines the patch and corridor filtering
process to modify potential intensity of small patches and corridors (based on Leonard et al 2017). This
includes removing isolated patches of a single VHC less than 1ha if they are further than 100 m from
other continuous vegetation greater than 2 ha in size. This also involves removing narrow corridors of
vegetation less than 50 m wide and removing small patches of vegetation less than 0.5 ha.
3.6 POTENTIAL FIRE-LINE INTENSITY
Potential Bushfire Intensity is calculated by inputting the site-specific input parameters discussed above
into the equation nominated in Leonard et al (2014). Potential Bushfire Intensity may also be determined

by including the details in the FLAMESOL computer model. FLAMESOL uses industry standard bushfire
equations and allows numerous input variables to be adjusted including fuel loads, fire danger index, site
slope and distance to vegetation. Table 4 details the potential bushfire intensity classes and their
corresponding potential fire-line intensity (KW/m) values as prescribed within Leonard et. al. 2017.

3.7 POTENTIAL IMPACT BUFFER
QFES 2019 states that potential bushfire intensity maps are generated by classifying the potential fire line
intensity for inclusion in the bushfire prone area as >4,000kW/m, with an additional potential impact buffer
of 100 linear metres width delineated around the extent of hazardous vegetation identified as bushfire
prone. The potential impact buffer forms part of the bushfire prone area. The extent of bushfire hazard
areas identified on the subject land as a result of this assessment has been shown in Appendix B.
3.8 SUMMARY
The assessment undertaken above has determined that the entirety of the proposed site and 150m buffer
is located within an area of low potential bushfire intensity.

4.0 BUSHFIRE SETBACKS
4.1 GENERAL
The site assessment concluded that the proposed subdivided site comprises areas subject to low potential
bushfire intensity. While the proposed development site is located within a low potential bushfire intensity
area, several measures are proposed to mitigate impacts associated with bushfire where revegetation of
the site is proposed over time. The measures nominated will reduce the risk of bushfire impact to people
and property and have been determined with reference to:
▪ Noosa Plan 2020 Bushfire hazard overlay code and SC6.9.4 Bushfire hazard assessment report
and management plan;
▪ Department of State Development, Manufacturing, Infrastructure and Planning’s State Planning
Policy – State interest guidance material – Natural hazards, risk and resilience – Bushfire
(December 2019); and
▪ Queensland Fire and Emergency Services. (2019). Planning for Bushfire Resilient Communities.
In addition, a response to the Noosa Plan 2020 – Bushfire hazard overlay has been prepared in Appendix
C).
4.2 SETBACKS
The proposed development is located within a low bushfire intensity prone area and accordingly, no
specific setbacks are required under Assessment Benchmarks nominated under the SPP. A minimum
setback of 10m is likely to be adopted between any structure and the surrounding vegetation to minimise
the risk of vegetation growth or storm damage impacting on any structures.
4.3 LANDSCAPING
For any landscaping introduced in this area, vegetation should comprise only low threat vegetation, such
as maintained lawns and cultivated gardens or are designed to ensure a potential available fuel load is
maintained at less than 8 tonnes/hectare in aggregate and with a fuel structure that remains
discontinuous.
To reduce the potential for bushfire impact to the development as a result of landscaping works, landscape
design shall satisfy Assessment Benchmark 5 of the State Planning Policy – State interest guidance
material for natural hazards, risk and resilience for bushfire, 2019, including the low threat vegetation
criteria prescribed in Section 2.2.3.2 of AS3959.

5.0 CONCLUSION
This bushfire hazard assessment has been completed for land at 38 Barina Court, Pomona and described
as Lot 3 on RP226620. The assessment has identified that the vegetation community predominantly
comprising camphor laurel and present on the site and to the south, west and east is likely to present an
overall risk rating of a low potential bushfire intensity hazard. The remaining area includes waterbodies
and continuous low grassland which also comprises of a low potential bushfire intensity hazard. No
specific management measures are required under the SPP to mitigate risk, however several measures
have been nominated in this report to mitigate the introduction of fire risk in proximity to the new building
envelope.
Of note, bushfire can be unpredictable and requires adequate preparatory planning and actions to be
undertaken in order to minimise impacts to property and potential loss of life. This assessment has been
prepared with consideration of site conditions observable at the time of inspection, the distance between
the proposed development and potentially hazardous vegetation, the extent of fragmentation occurring
within the landscape and the nature of the buildings proposed. The hazard assessment methodologies
described in this report are not based on assessments of catastrophic bushfire events which may occur
from time to time. The unpredictable nature of bushfires prevents any guarantee being provided that the
area will not be affected by bushfire at some time. Property owners and site users should be aware of the
potential consequences of such events and should take responsibility for the protection of property and
personnel accordingly.
