GENERAL COMMITTEE MEETING AGENDA 14 FEBRUARY 2022

The current land uses include a Residential Resort & Conference Centre with Ancillary Service
Buildings. The existing conference centre was approved by Council in 1997, when a Town Planning
Consent Permit was issued for “Indoor Entertainment/Function Room (Conference Centre) and
Multiple Dwellings of 94 units and accommodation building of 94 units”. At the time Council
acknowledged a nexus between the visitor accommodation use and the conference centre and
considered that the two uses are complimentary.
The purpose of the Tourist Accommodation Zone is to provide for short-term accommodation and
associated uses that serve visitors to support the tourism focus of the area.
The proposed uses are mostly considered appropriate for a Tourist Accommodation Zone as they
will support the area’s tourist accommodation facilities and recreational activities., apart from the
proposed offices. Professional offices do not provide a focus for visitor accommodation and are
more appropriately located in the centre zones.
It is recommended that the application is approved in part to enable the Community Use (Surf
Museum), Food and Drink Outlet (Restaurant) and Indoor Sport and Recreation (Gym) uses to
occur. The offices are not supported as they are contrary to the purpose of the Tourist
Accommodation zone and are more appropriately located in a centre zone. Further there is no
demonstrated need for additional land to be allocated for office space.
