EXECUTIVE SUMMARY
The organisational structure is the framework around which Council’s operations are resourced to
achieve organisational aims. The review of the organisational structure including positions is
undertaken and reported bi-annually to Council. The purpose of this review is to identify any
changes needed to support the delivery of Council services and projects. Any proposed increase
in the positions, which make up the organisational structure, will result in an increase in employee
costs and have a continuing impact on Council’s operating budget, consequently management
oversight is required. This report outlines proposed changes to the organisation structure for
Council’s information and deliberation.
RECOMMENDATION
That Council note the report by the Director Executive Services Department to the General
Committee Meeting dated 14 February 2022 and adopt the Noosa Council Organisational Structure
as set out in Attachment 1 to the report.
REPORT
The purpose of this report is to highlight changes which have occurred to the organisational
structure since 30/6/21 when Council reviewed and adopted a revised organisational structure in
conjunction with the 2021/22 Operational Plan and Budget.
The attached proposed organisational structure (Attachment 1) identifies current Equivalent Full-
Time positions (EFT) for each Department and Branch. Once adopted by Council it cannot be
changed without a Council resolution. The CEO can approve changes to the underlying detailed
structure of Branches if the overall approved EFT is not changed. This gives management the
flexibility to fine tune the detailed structure as required.
The proposed changes to the organisational structure recommended for approval will increase the
EFT by 2.6, from 384.11 to 386.71. The proposed organisational structure changes by Department
are shown in Attachment 2.
This report also identifies temporary project positions greater than 1 year associated with various
Council projects. These positions will expire at the conclusion of the projects and are not included
in the EFT count however they are essential to the delivery of major projects and do have budgetary
implications. The status of temporary project positions (greater than 1 year) is regularly reported
for Council’s information in the 6 monthly establishment report. Council’s attention is drawn to 4
new temporary positions associated with various projects, refer to Attachment 3. A full list of new
and existing temporary project positions is detailed in Attachment 4.
