1.   Site Background
Council was the owner of the larger parent parcel of land at the time of the original subdivision in
1971 / 1972 and has held title ever since. Historical corporate knowledge suggest that the large
parent parcel was handed over to Council for the failure to pay rates. Council undertook the
subdivision and sold off the lots as a source of income over many years.
The existing rock wall at 30 Toulambi Street was a result of the Pinaroo Park Beautification Project
in the 1980’s. A set of timber stairs were also constructed for the Cooloola Hill pedestrian
catchment to access the Junction. Since that time the timber stairs have been replaced with the
existing concrete footpath.
Superseded planning schemes from 1973 – 2006 zoned the land for residential purposes, where
a dwelling house was permitted. This resulted in the lot being zoned for housing for some 35 years
(1971 – 2006).
The Noosa Plan 2006 changed the zoning to Open Space Conservation as the land had not been
developed and adjoined the Park. This zone did not allow for any type of housing development.
The current Noosa Plan 2020 reverted the zoning back to a Low Density Residential, the equivalent
zoning to which it was for 35 years, as the land is:
•     a free-hold lot owned by Council;
•     historically zoned for residential purpose;
• separate tenure from the park; and
• considered suitable for residential purposes, pending investigation.
The zone was changed to Low density Residential and publicly exhibited as part of the second
round of consultation. No submissions were received as a result of this rezoning.
Under the superseded 2006 Panning Scheme, the site was zoned Environmental Protection
however was not affected by the Biodiversity Overlay. However, the Biodiversity Overlay was
introduced to the site in the Noosa Plan 2020 when zoned to Low Density Residential to ensure
that some of the vegetation would be retained where practical.
The site is included in the following documents:
•    Pinaroo Park Management Areas Map (date unknown);
•    Pinaroo Park Bushland Management Plan dated October 2004;
•    Native Plant list - Pinaroo Park dated 2004;
•    Bushfire Management Plan Pinaroo Park dated September 2005;
• Pinaroo Park Bushland Reserve Ecological Restoration Plan dated March 2017; and
• Noosa Bushland Reserves Strategic Management Plan 2021 – 2026.
