EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Civil Operations Technical Officer to the General Committee
Meeting dated 12 September 2016 and:
A. Award contract 1617T029 Road Resurfacing 2016 to the following contractors:
i. Portion A – Road Reseal & Rehabilitation Programme: Downer EDI Works Pty Ltd
ii. Portion B – Mill and Fill Pavement Repairs: Allroad Surfaces Pty Ltd & Downer EDI
Works Pty Ltd
iii. Portion C – Bitumen Sealing: Downer EDI Works Pty Ltd
B. Award the contract for an initial period of up to twelve (12) months, with an option to extend
for a further two (2) terms of up to twelve (12) months each.
REPORT
Council has a core responsibility for the ongoing maintenance and renewal of the sealed road
network across the shire. An annual resealing and rehabilitation program is undertaken according
to road condition to maintain service levels for the community.
The aim of the 2016/17 annual road resealing and rehabilitation program is to ensure its
successful completion to adopted standards with limited impact on residents and road users. A
comprehensive list of roads tendered for treatment during 2016/17 can be found in Attachment 1.
Note that the list of projects is indicative and may change slightly during the year depending on
changing asset management priorities.
1. Tender Process
An invitation to tender under Localbuy Civil Construction and Road Resurfacing arrangement
was distributed to all Tier 1 and Tier 2 Department of Transport and Main Roads prequalified and
non-prequalified contractors. The tender consisted of three separable portions as shown below:
i. Portion A – Road Reseal & Rehabilitation;
ii. Portion B – Mill and Fill Pavement Repairs; and
iii. Portion C – Bitumen Sealing.
Page 3 of 19
Section 4
GENERAL COMMITTEE MEETING AGENDA 12 SEPTEMBER 2016
2. Tender Assessment
A tender evaluation panel was established to review the submissions received. The tender
evaluation panel carried out an assessment of the following six conforming tender submissions
received from:
1) Allens Asphalt;
2) Allroad Surfaces;
3) Downer EDI;
4) Road Surfaces Group;
5) RPQ Asphalt; and
6) Stanley Macadam.
The following table shows which portions of the contract each contractor tendered for:
Portion Portion Portion
Contractor
A B C
Allens Asphalt X X
Allroad Surfaces
Downer EDI
RPQ Spray Seals X X
Road Surfaces Group X X
Stanley Macadam
Tendered
Not Tendered X
The tenders were then evaluated using the following criteria:
Capability and Resourcing;
Track Record;
Methodology;
Quality;
Safety;
Environment Sustainability;
Contribution to Local Economy; and
Price.
The evaluation methodology considered non-price elements (70% of the score) and a price
component (30% of the score). The tender evaluation matrix is provided at Attachment 2.
3. Portion A – Road Resurfacing and Rehabilitation Programme
Portion A is the main component of Council’s road resurfacing programme. This portion is
associated with asphalt resurfacing. The majority of these projects are high order roads that are
severely cracked and require the existing surface to be removed and then replaced at the same
service level.
The three (3) submitted and conforming tenders were evaluated for Portion A of the contract,
Allroad Surfaces, Downer EDI and Stanley Macadam. Downer EDI scored the highest with
Allroad Surfaces scoring the second highest during the evaluation process.
Page 4 of 19
Section 5
GENERAL COMMITTEE MEETING AGENDA 12 SEPTEMBER 2016
Downer have nominated using two in-house asphalt plants while Allroad Surfaces have stated
that they will be sub-contracting the asphalt manufacturing to Tropic Asphalt at Caloundra.
Downer EDI submitted a price that is approximately 9% cheaper than Allroad surfaces. Downer
EDI have also submitted alternatives to virgin asphalt that is available now. These alternatives
are warm mix asphalt which is manufactured and laid at a lower temperature that prolongs the
work time but reduces greenhouse gas emissions. Additionally, ‘Toner Pave’ and ‘Toner Seal’
are also available; these products are manufactured from recycled printer cartridges. Downer EDI
is a national company with asphalt plants at Gympie and Bli Bli.
Contractors were also asked to supply prices for using Recycled Asphalt Profiling’s (RAP) in the
asphalt. It was hoped that this would achieve better value for money and be a sustainable
outcome. While all three contractors offered this approach, only Downer EDI offered this product
at a reduced rate from the standard virgin mixes. It is envisioned that Council will commence
trialling the use of this product this financial year, with the RAP being sourced only from Council
roads.
Downer EDI is the preferred contractor for Portion A.
4. Portion B – Mill and Fill Pavement Repairs
Portion B is associated with asphalt pavement repairs. The pavement repairs are a vital part of
preparation works prior to asphalt overlays and spray sealing as well as general maintenance of
the road surface. Pavement repairs ensure that the pavement is structurally sound prior to
resurfacing.
The three (3) submitted and conforming tenders were evaluated for Portion B of the contract,
Allroad Surfaces, Downer EDI and Stanley Macadam. Allroad Surfaces and Downer EDI scored
similarly; however Downer EDI offered cheaper rates with the provision of a minimum quantity.
Both contractors have the experience and capability to complete this portion of the contract,
therefore Council can expect the same quality outcomes from both companies.
Allroad Surfaces have submitted a price that is approximately 7% more expensive than Downer
EDI. Allroad Surfaces have had previous experience in the Noosa area since de-amalgamation
and have performed well. Downer EDI and Allroad Surfaces currently have no restrictions that
would prevent them from commencing this portion of the contract at the earliest possible
opportunity.
Under the terms of this contract, Council does not guarantee any quantities and has the right to
award separable portions to multiple contractors. If Downer EDI is the successful contractor for
Portion A of this contract, there is an advantage to have Downer EDI complete the prep works
associated with Portion A. Using one contractor for both prep works and asphalt overlays
minimises risk and improves efficiencies, while Allroad Surfaces could be used for maintenance
patching.
Allroad Surfaces Pty Ltd and Downer EDI are the preferred contractors for Portion B
5. Portion C – Spray Sealing
Portion C is for spray sealing of rural roads. Spray sealing utilises different plant and equipment
than asphalt paving. Six (6) conforming tenders were evaluated for Portion C of the contract,
namely Allens Asphalt, Allroad Surfaces, Downer EDI, RPQ Spray Seals, Road Surfaces Group
and Stanley Macadam.
Page 5 of 19
Section 6
GENERAL COMMITTEE MEETING AGENDA 12 SEPTEMBER 2016
Downer EDI scored higher in the overall non-price criteria including environmental technologies
that can be used and local presence in the region.
Downer EDI is the preferred contractor for Portion C
6. Works Programme
Once the contract is awarded a programme will be scheduled and works will commence as soon
as practical. In the interim all preparatory works aside from the pavement repairs have been
programmed to allow co-ordination with limited delays.
Finance & Risk
The 2016/17 capital works budget includes $4 million for road resurfacing and rehabilitation. This
budget will allow Council to treat approximately 29.75km of road.
2016/17 Resurfacing Lengths by Treatment
Council’s strategic risk register identifies poor asset planning and management as a high risk that
can impact on poor decision making, community services and ultimately Council’s financial
sustainability and reputation.
This contract is required to commence as soon as possible to provide the greatest opportunity to
complete the program before the end of the first quarter 2017, when increased rainfall levels can
disrupt works. Significant rainfalls over the coming months may also have an impact on the
successful delivery of the complete program.

RECOMMENDATION
That Council note the report by the Manager Financial Services to the General Committee
Meeting dated 12 September 2016 providing the August YTD monthly financial performance
report for the 2016/17 financial year.
REPORT
Recurrent Revenue (YTD Benchmark 16.7%)
Council has recognised 41% ($36.2 million) of its recurrent revenue budget of $89 million as at
the end of August 2016. Commentary on each recurrent revenue category is provided below:
Rates and Levies – $31.1m (50%) of the annual budget of $62.3m has been recorded.
General rates are at forecast levels and waste collection charges $62k below YTD budget
due to a reduction in commercial services. Discounts for early payments and pensioner
rebates provided for the first half-year levy reflect YTD budget.
Fees and Charges – Fees and charges earned ($1.5m) totals 33% of the full year forecast.
Licences & permits ($27k), building & development fees ($36k), and property searches fees
($25k) all exceed YTD budget.
Interest Received – Interest from investments is currently $65k ahead of YTD forecast levels
due to a higher opening cash balance than originally estimated. Income from rate arrears
interest explains the remaining variance of $4k.
Dividend and Tax – Dividends and the payment of tax equivalent from Unitywater are in line
with YTD budget.
Other Revenue – Other revenue earned ($1.8m) totals 33% of the full year forecast. Sale of
Recyclables ($64k ahead), Ringtail Quarry auction proceeds ($47k), Lease revenue ($11k),
Caravan Parks ($52k) and Noosa Aquatic Centre fees ($30k) are all above YTD budget, with
tip fees ($15k) marginally below YTD budget.
Grants and Subsidies – Receipts for operational grants are in line with YTD budget.
