Development Application for a Development Permit for Operational Work for a
Driveway at 14 Warana Street, Noosa Heads, described as Lot 62 on RP94023.
The purpose of this letter is to support the application for a development permit for
operational work to construct a driveway for a new dwelling at the abovementioned site. The
application stems from the written advice provided by Noosa Council on 21 October 2024
(WA24/0021) and following further discussions with Mr Mark Lewis, Coordinator Engineering.
The application includes the following:
• DA Form 1 – Application Details
• RPEQ designed proposal plans prepared by SCG Consulting Engineers, dated October
2024 – Attachment 1; and
• A photo of the existing driveway location - Attachment 2.
Under the Table of Assessment (Table 5.8.1) operational work to construct a driveway for a
Dwelling House is accepted development subject to requirements. The applicable assessment
benchmarks are those listed in Table 5.8.1.
An assessment is provided below demonstrating compliance with each of the performance
outcomes. This includes an assessment of performance outcome PO8 under the Low Density
Housing Code.
It should be noted that the proposed driveway is to be located generally in the same location
at the kerb as the existing driveway on the site and avoids existing stormwater infrastructure
and minimises any impact on the tree located towards the south (refer Attachment 2).

Low Density Housing Code:
• PO8 - The proposal includes a driveway and access plan (Dwg No. 0332-OW2.1) with
a maximum width of 4.0 metres at the kerb and 3.0 metres at the property boundary,
designed to comply with Standard Drawing RS-049 – Type 2. Additionally, the Driveway
Details Plan (Dwg No. 0332-OW2.2) features Section A-A – Driveway Profile, including
a vertical clearance check to ensure safe access for a B85 vehicle. The design of the
driveway adapts to existing site constraints. Accordingly, the proposal is considered to
provide safe access to and from the site and complies with PO8.
• AO12 - The driveway and access plan provided (Dwg No. 0332-OW2.1) shows the
location of the proposed driveway is a minimum of 1.0m from the stormwater
infrastructure to the north and complies with the acceptable outcome.
• PO13 – The proposed driveway and crossover retain the existing crossover location,
which falls within the tree protection zone for the existing tree situated to the south
but primarily fronts the neighboring property (refer Attachment 2). The proposal
minimises adverse impacts on the streetscape and traffic network by utilising the
current crossover location to service the dwelling. It is considered that the proposed
driveway design demonstrates compliance with PO13.
• AO14 – The proposal only seeks to construct one (1) driveway, is not on a corner lot,
and is located within the Low-Density Residential Zone.
• AO15 – Not applicable, the site is not mapped within a Bushfire hazard area.
• AO16 - Not applicable, the site is not mapped within a Flood hazard area.
• AO17 – Not applicable, the proposed does not include underground parking.
• AO18 – Not applicable, the proposal is not within proximity to a substation or
transmission line.
Summary
In summary, the proposed design for the driveway satisfies access and safety requirements.
The design generally adheres to the standard drawings and meets the acceptable outcomes
and performance outcomes under the Low Density Housing Code, as applicable. This is in
terms of the width, clearance and proximity to existing infrastructure and the existing street
tree, which is to be protected during the course of the works. The design provides for
satisfactory access, minimises impact on stormwater drainage infrastructure and the nearby
street tree as far as practicable, and utilises the existing crossover location.
