RE: ASSESSMENT OF ENVIRONMENTAL VALUES – LOWER MILL CARPARK EXTENSION
Callaghan and Toth undertook a review of the proposed Lower Mill Carpark Extension which included reviewing:
 Ecological Assessment Report for Proposed Hinterland Playground by Noosa District Landcare
 IWMP by Callaghan & Toth Pty Ltd
 Cooroy Hinterland Park Flood Assessment by Hydrology and Water Management Consulting Pty Ltd (Ref. No.
            J00318R1V1) dated 16 October 2019
         Noosa Council Drawings 0000583-C00 to C14 Revision B.

    1.0 SITE ASSESSMENT

A site visit was undertaken on 29th January 2020 and site conditions were assessed. The photos below show the current site
conditions and vegetation that will be affected by the proposed development.

Generally, the proposed development will occur mostly within existing informal carparking areas, which consist of a number of
surfaces from gravel, concrete and grassed areas. No existing native vegetation will be subject to removal.

    1.1 Proposed Works

    Proposed Works include:
 Sealing areas of informal carparking and formalizing areas adjacent to existing buildings – 22 new carparks,
 Creating a new carpark area on existing grassed area on Lot 5 with 47 new carparks,
 A new sealed driveway access road and pathways associated with works, and
 Connection concrete pathway to creek crossing pathway.

The works will encroach into mapped Category R vegetation and Council’s mapped Riparian Buffer Areas.

    1.2 Desktop Assessment

The site of works is partly within Lot 5 SP213104 and Lot 7 SP173771. Lot 5 contains historical and new buildings associated
with past mill activities in Cooroy, with new enterprises around woodworking occurring on site. These communities uses are
connected to the community use lots to the south of Cooroy Creek by a small pedestrian footbridge that crosses Cooroy Creek
and can be opened to traffic in emergencies. Cooroy Creek flows into Six Mile Creek approximately 2.8km downstream of the
site, which then flows into the Mary River approximately 60km downstream (to the north). On review of mapping and
legislation the following is relevant for the site:

    COMMONWEALTH LEGISLATION
       1. Environment Protection and Biodiversity Conservation Act (1999): Protected Matters Search Tool identified the
following may occur in, or may relate to the area of works:
               a. 1 wetland of International Importance (Ramsar)
                         i. Great sandy strait (including great sandy strait, tin can bay)
               b. 1 Threatened Ecological Communities
                         i. Lowland Rainforest of Subtropical Australia
               c. 39 listed Threatened Species
               d. 15 Listed Migratory Species
