RFI - Attachment D - Assessment of Environmental values - Callaghan and Toth
3.0 SUMMARY
Overall the works are located in existing clear areas which are currently being used for informal carparking on site and will not
require removal of any vegetation. The following are also noted:
The retained vegetation provides good habitat values with existing impacts from historical uses, contaminated land,
weed incursion and proximity to industrial areas.
Due to the presence of ponded water and vegetation type, it is expected the adjacent riparian vegetation is able to
support listed frog species: Tusked Frog (Adelotus brevis), which has previously been found near the site.
The presence of Toothed kamala (Mallotus megadontus) a Vulnerable listed plant species adjacent to Cooroy
Creek highlights the environmental values of the riparian vegetation. It is noted if any clearing of native vegetation
is proposed within 100m of this plant, a Protected Plants clearing permit is required and a supporting Impact
Management Plan needs to be developed in accordance with the guidelines.
The new carparking area has been moved out of Lot 7 and into the grassed area on Lot 5. Therefore the works are
further away from Cooroy Creek and will not require clearing of existing vegetation within the riparian buffer area.
The refurbish works on the biobasins will not require clearing as shown on plan 2001-03 Revision A. This plan shows
the location of machinery required to perform work on the existing biobasins, and demonstrate that the machinery does
not need to enter the existing vegetation.
Therefore, the proposed development will not result in clearing any existing native vegetation on site. It is noted, that if
clearing is required following detailed design, requirements under the VMA 1999 should be checked, as well as
determining if any koala trees are affected. Plan 2001-02 Revision A locates an area for potential rehabilitation works,
following requirements for clearing as a result of the lower mill carpark works or associated hinterland playground works.
See Attachment D.
The refurbishment of the biobasins is required as they are not currently functioning as per current design standards.
This will result in an overall improvement in the quality of stormwater entering Cooroy Creek, which will improve the
water quality in the creek, which in turn will contribute to improving riparian values and habitat values of Cooroy Creek.
Although no cultural heritage sites are listed for the Kabi Kabi traditional owners, the proximity to a creek means there
are cultural heritage values for this site. Duty of care guidelines should be followed in undertaking these works.
The works do not impact on vegetation, but encroach into mapped areas of Riparian Buffer with no encroachment into
areas of Environmental Protection as the carpark area has now been moved out of Lot 7.
