2 Planning Scheme Intentions

2.1 Noosa Plan 2006
An assessment of the boatshed is required against the relevant codes under the applicable Noosa Plan 2006,
which includes planning provisions relating to visual amenity. Although private residences do not necessarily
have a right to a view, parts of the Planning Scheme require the amenity of neighbouring residences, including
views, to be considered.

2.1.1 The Noosaville Locality
This VIA addresses whether the modified boatshed satisfies the overall outcomes for the Noosaville Locality
and specific outcomes relevant to development in the Open Space Recreation Zone. Figure 2-1 illustrates
the Noosa Plan 2006 zone map ZM8, which identifies the subject site as being located within the Open Space
Recreation Zone.

Broadly, the overall outcomes sought for the higher level planning scheme requirements of the Noosaville
Locality requires that new works (11.7.2)(a) are located, designed and managed to (i) be compatible with other
uses and works, and (iii) avoid significant adverse impacts on the amenity enjoyed by users of other premises
or surrounding area, including acoustic and visual qualities.
The Noosa River and its foreshore areas have high environmental values sought to be protected as part of the
overall outcomes for the Noosaville locality (11.72 (e), (n) (p) of the Noosa Plan.
Specific Outcomes for Built Form in the Noosaville Locality (SO7) requires density of development to (a) be
compatible with surrounding development and (c) have a low site impact to enhance the opportunity to maintain
natural site characteristics including native vegetation and natural landforms.
Specific Outcome SO8 of the Noosaville Locality code requires that the height of buildings and other structures
are low rise and (a) have a ‘visual bulk and an architectural scale that is consistent with structures on adjoining
or nearby land’ which do not exceed a building height of 2 storeys in the Open Space Recreation zone.
Additionally, this outcome requires buildings and structures do not ‘visually dominate the street or surrounding
spaces’ and preserves ‘the amenity of surrounding land’ through well-articulated buildings with ‘strong
horizontal and vertical design elements’.
