Council Policy
ASSET MANAGEMENT
Corporate Plan Reference: Looking after community assets
Endorsed by Council: <Insert Date of Ordinary Meeting >
Policy Author: Manager Asset Planning
POLICY BACKGROUND
Council is responsible for the management of a significant value of diverse infrastructure and
assets on behalf of the Noosa community. Council recognises that these assets must be
appropriately managed so that they can continue to deliver services to the community in a
sustainable manner into the future.
The network of infrastructure assets within the Noosa shire is relatively complete, with limited
growth expected into the future. However, there will always be a need to consider upgrades of
our infrastructure by replacing infrastructure with new modern standards - examples would
include timber bridges with culverts / concrete bridges and gravel roads with sealed road
surfaces. As such, Council’s priority will be to balance the need to maintain existing assets and
infrastructure to agreed service levels with the consideration of new assets and infrastructure.
Asset management is considered a key ongoing focus for Council and is at the centre of
Council’s overall long-term financial and strategic planning processes. Effective asset
management will assist Council in meeting its medium and longer term strategic and financial
sustainability objectives.
COUNCIL POLICY
This policy outlines Council’s strategic direction for the management of its infrastructure and
other associated assets. Effective asset management will be achieved through:
1. Governance
a. Support at the leadership level to promote the importance of asset management
throughout the organisation;
b. An asset management framework which ensures accountability for asset
condition and performance with a whole of council approach to the continued
improvement and development of asset management activities; and
c. Ensuring the effective operation of the cross functional Asset Management Team
(AMT).

2. Asset Planning
a. A focus on risk, demand, community benefit and whole of life costs in the
management of assets:
b. The allocation of sufficient resources for the development and ongoing review of
asset strategies and plans; and
c. The establishment of an asset management framework that provides inputs
directly into Council’s budget and financial forecasts.
3. Decision Making
a. That decisions are evidenced based and utilise the asset information to ensure
consideration of the asset risks and life-cycle benefits for the community:
b. To ensure that Council’s assets are managed in a systematic and sustainable
manner based on agreed levels of service; and
c. That minimum asset sustainability targets are met.
4. Capital Planning
a. That opportunities are maximised in the utilisation of asset management systems
through the expansion of the systems functionality where benefits outweigh costs;
and
b. There is an integrated approach in acquiring, disposing and renewing assets that
ensures transparency and evaluates life cycle management of assets.
ROLES AND RESPONSIBILITIES
Asset management requires a whole of Council approach and is the responsibility of the
Leadership Team and staff. Specific asset class ownership is detailed in the Asset Responsibility
Matrix.
The Asset Management Team (AMT) is a cross Council management team that operates to
maintain, coordinate, advise and facilitate the implementation of asset management strategies
and plans.
The AMT will report on a periodic basis to the Leadership Team and Council as required.
