assessment of the proposal based on assumptions within Tables 3 and 4 of the report. It is unclear as
to the scale and intensity of the proposed use.
Information Required
1) Operational details which include:
i) The maximum number of classes to be provided when the gym is operating at full capacity;
ii) A schedule of proposed class times;
iii) Confirmation of the maximum number of staff members that will be on site at any one time;
iv) The maximum number of persons that are able to attend each class;
v) The traffic report details a gap between 10.00am and 4.30pm Monday – Friday, is the gym
open to members/public during this time?
RESPONSE
The customer and staff information which the Traffic and Transport Report was based on was from the existing
F45 gym studio operating in Noosa currently, which is proposing to relocate to the emporium precinct at Noosa
Civic. It is not expected that there will be much change per session in the new location. The class schedule
information was informed by the Coolum studio. The Noosa studio is currently running the same number of
classes as the Coolum studio; however, there are currently approximately 100 fewer members at the Noosa
studio as the classes are smaller.
A response to each item above is provided below:
i) The number of classes to be provided when the gym is operating at full capacity is a maximum of 10
classes which is three classes more than assessed in the Traffic and Transport Report. This would
occur over time with the eventual addition of a few more classes. As seen in the Traffic and Transport
Report provided in the lodgement package, the centre has available parking storage at peak periods
on Thursdays of 286 spaces and Saturdays of 478 spaces, which is capable of accommodating any
increase in demand for the proposed gym. However, given the structure of the class schedule, it is not
anticipated that these classes would occur simultaneously, but rather consecutively. Therefore, should
the number of classes increase to 10 per day, the peak parking demand is not considered to differ
greatly from that assessed in the Traffic and Transport Report.
ii) It is currently proposed to schedule classes for the following times:
Morning: 5:15am, 6:15am, 7:15am, 8:30am and 9:25am; and
Afternoon: 4:30pm and 5:30pm.
iii) It is confirmed that there will be a maximum of three (3) staff members on site at any one time.
iv) 27 people are currently able to attend each class; the absolute maximum possible to be
accommodated if required is 36 people. The Traffic and Transport Report assessed a maximum of 30
people per class, according to information available at the time. Based on the assumed travel patterns
of customers, should classes reach a maximum capacity of 36 people, the additional parking
associated with the six additional customers would be four vehicles (assuming 60% of customers will
require parking). As the centre will have in excess of 286 spaces available, these additional vehicles
can be easily accommodated within the centre’s existing parking areas.
v) The F45 gym model only runs organised classes and is therefore not open to the public outside of
class times. As outlined in i), another three classes may be added eventually but there will remain a
portion of the day where the gym is closed. This closed time will generally coincide with peak times for
the shopping centre. Regardless, there is latent capacity at the centre during those periods should the
proposed scheduling change.
ISSUE
The proposed use is to occur within an existing commercial building that contains a shared wall with
the adjoining tenant. It is envisaged that the operation of the fitness activity will result in the emission
of noise. It is unclear as to what equipment and noise mitigation devices are to be utilised.

Information Required
2) Detail of noise generating equipment to be used in conjunction with the gym and how the use of
this equipment is to be managed to prevent nuisance to the amenity of the area. (e.g. amplified
music and instructors with microphones).
RESPONSE
The only proposed potential noise generating equipment is the use of amplified music as part of the operation
of the gym, as the trainers do not use amplified headsets. Several noise mitigation measures are proposed to
ensure any potential impact is alleviated.
A DB meter will be in use to monitor and restrict noise levels. Amps which reduce the bass in the music will
also be used. These speakers will be directional and orientated away from sensitive uses and adjoining
tenancies. Further to this, it is proposed that the dividing wall between the proposed gym tenancy and the
adjoining tenancy will be soundproofed.
The location of the tenancy within the Noosa Civic emporium precinct was also chosen for its appropriateness
for this use. The tenancy shares a common wall with one (1) other tenancy, with no tenancies located above
or below the proposed tenancy, and no tenancies adjoining the site to the north, west or south. Sensitive land
uses are located over 100 metres away, as seen in the image below.
Distance from location of proposed gym tenancy to sensitive receivers.
Should the above information not satisfy Council’s query a condition can be included in the approval package
requiring compliance with noise regulations or alternatively require that, prior to commencement of use, an
acoustic certification is included as part of conditions compliance.
The information contained herein and attached provides a response to the matters raised in Council’s
information request.
On behalf of the Applicant, we request that Noosa Shire Council proceed with its assessment of the
development application.
