RE: 2 David Low Way Castaways Beach, Residential Subdivision

Response to Council RFI Dated 7 September 2017

TTM consulting has been engaged to respond to three (3) specific traffic issues raised in a Noosa Council
request for information dated the 7th of September 2017. The issues addressed here are those numbered
13, 14 and 16 in the RFI.

13. Assess and achieve Safe Intersection Sight Distance requirements at the proposed driveway as defined by
the Austroads guidelines, consistent with the requirements of Section 3.10 of PSP5, based on the design
speed of David Low Way determined from a speed survey.

It should be noted that the existing approval for a two-lot subdivision did not attract any conditions relating
to upgrade of the access intersection, whereas the current proposal for a six-lot subdivision, which will
generate just 4 additional vehicle trips in the peak hour, is proposing a significantly safer arrangement at the
site access intersection. Not only are turn treatments to be provided on David Low Way both approaches to
the access intersection, but SISD will be increased significantly, as discussed below.

In response to the Council RFI, TTM has reassessed the sight distance at the access driveway intersection
based on Austroads Extended Design Domain (EDD) requirements for sight distance at property entrances
(Austroads Section 3.4 and Appendix A).

EDD is considered acceptable in this instance as the access driveway intersection satisfies the criteria that it
relates to a) a new intersection that must be installed on an existing road, and b) it is impractical to achieve

the normal design domain (NDD) criteria. The impracticality of satisfying NDD criteria is due to the
constraints imposed by both the vertical and horizontal geometry of David Low Way.

The SISD requirements (based on EDD) for the proposed site access have been assessed based on an 80kph
design speed (ie posted 70kph speed limit plus 10kph) for the ‘normal day’ car scenario, whilst the other
mandatory design case, the ‘truck day’ scenario, has been assessed based on a design speed of 70kph (ie
80kph car design speed minus 10kph).

To validate these design speeds, a survey of existing vehicle speeds was carried out by TTM between
Thursday October 26, to Wednesday November 1, 2017. The results are summarized below (and included as
an attachment):

Northbound traffic

       85th percentile speed for light vehicles = 68.22kph
       85th percentile speed for heavy vehicles = 67.59kph

Southbound traffic

       85th percentile speed for light vehicles = 73.44kph
       85th percentile speed for heavy vehicles = 73.80kph

These surveyed 85th percentile speeds are generally slower than those used for determination of the
required SISD.

Based on the 70/80kph design speeds, the resultant SISD requirements are 110m (normal day car scenario)
and 134m (truck day scenario).

Long section drawings prepared by Sheehy and Partners, indicate that these sight distances can be achieved.

TTM believe that an SISD can be achieved at the proposed site access which complies with the Austroads
EDD criteria, noting that there may be a requirement for vegetation clearance and/or benching of the local
landform.

14. Modify the proposed site access design so that a HRV can turn into the site from wholly within the
proposed BAL left turn lane, without using the adjacent through lane, so that the vehicle can wait in that
lane clear of through traffic, if there is another vehicle waiting to depart from the access at that same
time. Otherwise the site access should be redesigned to accommodate turning to the access by a HRV at
the same time as a car is departing the site. Also, the taper for the proposed BAL treatment needs to be
lengthened to comply with Austroads standards.

Page 3

The proposed BAL left turn lane has been modified such that an HRV can wait clear of the through lane,
should another vehicle be waiting to depart the site driveway at the same time. The amended design and
associated swept path are included as an attachment.

16. Prepare a plan identifying refuse bin pad storage locations for each lot (2 wheelie bins per lot), together
with the path of a refuse vehicle to/from and within the site, satisfactorily servicing each bin
location. Visitor parking should also be identified on that plan (satisfying a minimum requirement of 0.5
visitor spaces per lot) clear of those refuse collection requirements and clear of potential driveways to
the individual sites. Titling arrangements would also need to be clarified for the visitor parking to ensure
that visitor spaces are available for all 6 lots, rather than being associated with specific
allotments. Visitor parking would need to be clearly designated and signed as being for visitors only. This
is important because overflow parking from the site will not be acceptable.

In response to Councils RFI, the configuration of access driveway has been modified such that a consistent
6m wide carriageway is provided for its full length. The t-head turning facility has been relocated to the
northern end of the access driveway, and allows for turnaround of visitor cars without the need to enter
individual lots. The widening of the driveway allows for scattered kerbside visitor parking to be provided
along its length, with parking bay dimensions consistent with the requirements of AS2890.1. Given the
length of the driveway between the tangent point of the curve at the entry northward to the t-head turning
facility, is in the order of 60m, 5-6 visitor cars could comfortably park on the kerbside whilst still providing
ample passing opportunities which would permit low volume two-way traffic. This arrangement is
comparable to a Council local access road. This level of visitor parking equates to 0.8-1.0 spaces per lot,
which comfortably satisfies the Council requirement.

The widening of the access driveway and the relocation of the t-head turning facility now permits a
residential refuse collection vehicle to drive the length of the driveway, turn around at the northern end, and
collect bins directly from the frontage of each lot. An appropriately sized 2m x 1m bin pad has been
identified on the western frontage of each lot.

The turning head has been sized using Brisbane City Council Standard Detail Drawing BSD-3001 for an Offset
T Head arrangement for residential streets.

Yours sincerely,

Richard Watson
