9 November 2017 Our Ref: 17BRT0208 Your Ref: RAL 17/0501 Attention: Lisa Pienaar Noosa Council PO Box 141 Tewantin Qld 4565 RE: 2 David Low Way Castaways Beach, Residential Subdivision Response to Council RFI Dated 7 September 2017 TTM consulting has been engaged to respond to three (3) specific traffic issues raised in a Noosa Council request for information dated the 7th of September 2017. The issues addressed here are those numbered 13, 14 and 16 in the RFI. 13. Assess and achieve Safe Intersection Sight Distance requirements at the proposed driveway as defined by the Austroads guidelines, consistent with the requirements of Section 3.10 of PSP5, based on the design speed of David Low Way determined from a speed survey. It should be noted that the existing approval for a two-lot subdivision did not attract any conditions relating to upgrade of the access intersection, whereas the current proposal for a six-lot subdivision, which will generate just 4 additional vehicle trips in the peak hour, is proposing a significantly safer arrangement at the site access intersection. Not only are turn treatments to be provided on David Low Way both approaches to the access intersection, but SISD will be increased significantly, as discussed below. In response to the Council RFI, TTM has reassessed the sight distance at the access driveway intersection based on Austroads Extended Design Domain (EDD) requirements for sight distance at property entrances (Austroads Section 3.4 and Appendix A). EDD is considered acceptable in this instance as the access driveway intersection satisfies the criteria that it relates to a) a new intersection that must be installed on an existing road, and b) it is impractical to achieve TTM Consulting Pty Ltd P 07 3327 9500 PO Box 12015 ttmgroup.com.au ABN 65 010 868 621 E [email protected] George Street Brisbane QLD 4003
