GENERAL COMMITTEE MEETING AGENDA 13 NOVEMBER 2017

Approvals for secondary dwellings
At the Environment & Planning Committee, staff advised that relative’s apartments had been
approved at approximately the rate of one per month prior to the introduction of the secondary
dwelling definition. Since then some 38 secondary dwellings have been approved over a period
of 13 months.

Existing urban house sites suitable for an additional small dwelling
Information will be provided at the General Committee meeting.

Residents occupying the small dwelling
The definition multiple housing specifies that the premises are to be occupied by permanent or
semi-permanent residents, with the occupants may share common facilities on the site. The
definition visitor accommodation includes resident guests stay protect free period of time typically
not exceeding three consecutive months.

Under the circumstances the type of multiple dwelling referred to in this report is not intended for
use by short term visitors. Councillors raised the prospect of a condition on a development permit
in regard to occupation. However, the amendments propose the land use is ‘accepted
development subject to requirements’ and is therefore assessed by the building certifier and no
development permit is issued by Council.

Imposition of particular rates on the site to offset charges that do not accrue as the site is not
divided.
Councillors noted that as the site is not divided, the property will continue to be rated as a single
lot notwithstanding that there are two dwellings situated thereon. Finance staff will further
investigate what options may be available and report to a future budget process.
