ACOUSTICS & AIR QUALITY
1 Introduction
ASK Consulting Engineers Pty Ltd (ASK) was commissioned by Palmlake Works Pty Ltd to provide
acoustic consultancy services for the proposed new retirement and aged care development to
be constructed at Trading Post Road, Cooroy.
This acoustic report is to accompany a revised Development Application for consideration by
Noosa Shire Council and the Department of Infrastructure, Local Government and Planning
(DILGP). The site has existing approval under Development Permit (132007.2398.02) for 164
independent living units (allotments) and a 120 bed aged care facility.
This version of the report has been prepared in response to an information request from the
Department of Infrastructure, Local Government and Planning (DILGP) (Reference: SDA-1215-
026793). Item 1 of the information request specified an amendment to the noise impact
assessment report originally prepared by ASK (reference: 7617R01V01 dated 18/12/2014) to
include the additional 56 unit allotments which had been added to the final site layout.
ASK has previously assessed the site in ASK report 4991R01V01, dated 12/03/2009. Since
that report the local authority has changed.
The proposed development includes 220 Independent Living Units for a proposed community
development and a 120 bed proposed aged care development.
The purpose of this report is as follows:
Outline the relevant project noise criteria.
Present the results of noise monitoring.
Predict and assess the road and rail traffic noise impact onto the development.
Describe noise mitigation requirements, if any.
To aid in the understanding of the terms in this report a glossary is included in Appendix A.

4.2 Department of State Development Infrastructure and Planning (DSDIP) State Assessment
and Referral Agency (SARA) – State Development Assessment Provisions (SDAP) – Road
and Rail
4.2.1 Overview
Acoustic criteria for the project will need to address road and rail traffic noise intrusion into the
building from a state controlled road and railway line. Therefore, as of 1st July 2013 the
development application will be referred to the State Assessment and Referral Agency (SARA)
which is the Department of State Development, Infrastructure and Planning.
Relevant noise criteria are included in Module 1 of the State Development Assessment
Provisions (SDAP), which also references the following documents:
Department of Transport and Main Roads (TMR) – Road Traffic Noise Management:
Code of Practice.
Queensland Government Queensland Development Code (QDC) Mandatory Part 4.4
(MP4.4) ‘Buildings in transport noise corridors’.
Department of Transport and Main Roads (TMR) – Policy Position Statement for
Development on Land Affected by Environmental Emissions from Transport and
Transport Infrastructure Version 2.0 dated 10/05/13.
4.2.2 Road Traffic Noise Criteria
The relevant noise criteria are contained in Part 1.1 of Module 1 of the SDAP titled ‘Managing
noise and vibration impacts from transport corridors state code’.
For ‘Residential buildings near a state-controlled road or type 1 multi modal corridor, the
relevant Performance Outcome (PO) is PO1 ‘Development involving an accommodation activity
that is a residential building achieves acceptable noise levels for residents and visitors by
7617R01V02.docx Page 10
Page 11
ACOUSTICS & AIR QUALITY
mitigating adverse impacts on the development from noise generated by a state-controlled road
or type 1 multi-modal corridor’. The Acceptable Outcomes (AO) are as follows:
AO1.1 All facades of a residential building exposed to noise from a state-controlled road or
type 1 multi-modal corridor meet the following external noise criteria:
(1) ≤60 dBA L10(18 hour) facade corrected (measured L90(8 hour) between 10 pm and 6
am ≤40 dBA)
(2) ≤63 dBA L10(18 hour) facade corrected (measured L90(8 hour) between 10 pm and 6
am >40 dBA).
AND
AO1.2 Private open space in residential land uses exposed to noise from a state-controlled
road or type 1 multi-modal corridor meet the following external noise criteria:
(1) ≤57 dBA L10(18 hour) free field (measured L90(18 hour) between 6 am and 12
midnight ≤45 dBA)
(2) ≤60 dBA L10(18 hour) free field (measured L90(18 hour) between 6 am and 12
midnight >45 dBA).
AND
AO1.3 Every passive recreation area exposed to noise from a state-controlled road or type 1
multi-modal corridor meets the following external noise criteria:
(1) 63 dBA L10(12 hour) free field (between 6 am and 6 pm).
AND
AO1.4 For a residential building, not located in a transport noise corridor, every habitable
room is designed, sited and constructed to meet the following internal noise criteria:
(1) ≤35 dBA Leq(1 hour) (maximum hour over 24 hours).
AND
AO1.5 A residential building not located in a transport noise corridor, is designed, sited and
constructed to incorporate noise attenuation treatments in accordance with AS3671–1989
Acoustics – Road traffic noise intrusion – building siting and construction.
Note: Noise levels from a state-controlled road or type 1 multi-modal corridor are to be
measured in accordance with AS1055.1–1997 Acoustics – Description and measurement
of environmental noise.
Editor’s note: Habitable rooms of residential buildings located within a transport noise
corridor must comply with the Queensland Development Code MP4.4 Buildings in a
transport noise corridor, Queensland Government, 2010. Transport noise corridors are
mapped on the Department of Housing and Public Works website.
The following glossary of terms is provided in SDAP:
Accommodation activity means all accommodation activities including caretaker’s
accommodation, community residence, dual occupancy, dwelling house, dwelling unit,
hostel, multiple dwelling, relocatable home park, retirement facility, short-term
accommodation and tourist parks.
Private open space means an outdoor space for the exclusive use of occupants of a
building.
Passive recreation area means an area used for passive recreation such as a park,
playground or walking track. This term does not include drainage reserves or channels,

landscape buffer strips, environmental areas or corridors, or conservation areas or
corridors.
Residential building means a class 1, class 2, class 3 or class 4 building as defined in
the Building Code of Australia.
Type 1 multi-modal corridor means a transport corridor that includes a state-controlled
road and at least one of the following – busway, light rail and/or railway with 15 or less
passing trains per day.
4.2.3 Rail Noise Criteria
For ‘Residential development near a railway (with more than 15 passing trains per day) or a type
2 multi modal corridor’, the relevant Performance Outcome (PO) is PO2 ‘Development involving
an accommodation activity achieves acceptable noise levels for residents and visitors by
mitigating adverse impacts on the development from noise generated by a railway with more
than 15 passing trains per day or a type 2 multi-modal corridor’. The Acceptable Outcomes (AO)
are as follows:
AO2.1 All facades of an accommodation activity exposed to noise from a railway with more than
15 passing trains per day or a type 2 multi-modal corridor meet the following external noise
criteria:
(1) ≤65 dBA Leq(24 hour) facade corrected
(2) ≤87 dBA (single event maximum sound pressure level) facade corrected.
AND
AO2.2 Every private open space and passive recreation area in an accommodation activity
exposed to noise from a railway with more than 15 passing trains per day or a type 2 multi-
modal corridor meet the following external noise criteria:
(1) ≤62 dBA Leq(24 hour) free field.
(2) ≤84 dBA (single event maximum sound pressure level) free-field.
AND
AO2.3 Every habitable room in an accommodation activity exposed to noise from a railway with
more than 15 passing trains per day or a type 2 multi-modal corridor meet the following internal
noise criteria*:
(1) ≤45 dBA single event maximum sound pressure level (railway).
Notes: Noise levels from railways or type 2 multi-modal corridors are to be measured in
accordance with AS1055.1–1997 Acoustics – Description and measurement of
environmental noise.
* ASK has been advised by SARA on 03/12/13 that it is acceptable to design residential
buildings beside a rail corridor to MP4.4 even if the rail corridor has not yet been
mapped as a transport noise corridor.
4.3 Department of Housing and Public Works – MP4.4
The Department of Housing and Public Works (HPW) has a number of mandatory Codes that
must be complied with at building application stage. These are referred to as Queensland
Development Codes (QDC). These codes previously only related to items such as energy
efficiency and water efficient fixtures in new residences.
7617R01V02.docx Page 12
Page 13
ACOUSTICS & AIR QUALITY
QDC Mandatory Part (MP) 4.4 relates to new buildings in transport noise corridors. This
mandatory Code deals with buildings within residential developments close to state-controlled
roads and railways. MP 4.4 sets mandatory construction standards for new residential
development, or additions to existing residential development, within a Transport Noise Corridor.
The Code is only intended to be applicable to gazetted Transport Noise Corridors, however, ASK
has been advised that it also applies to non-gazetted railway lines.
The noise level categories extend out to 57 dBA L10 (18 hour) for roads and 69 dBA Lmax for
railway lines.
4.4 Noosa Shire Council
The Noosa Shire Council Noosa Plan includes the following relevant noise requirements for
reconfiguration of a lot in Table 4.1.
Table 4.1 Noosa Shire Council Road and Rail Noise Criteria

criteria for roads in the major road network—
a) 54dBA L10 (18hours) based on predicted traffic

AND
S31.3 Development in the vicinity of rail
corridors meets the following external design
level noise criteria—
a) 65dBA, assessed as the 24hour average
equivalent continuous A-weighted sound
pressure level; and
b) 87dBA, assessed as a single event
maximum sound pressure level.
It is understood that the site does not comply with solution S31.1 and therefore should comply
with S31.2 and S31.3. However, a recent conversation with a Noosa Shire Council officer
regarding the road traffic noise criteria revealed a concern with the nominated limit. The
nominated limit of 54 dBA is significantly lower than the state road noise criteria and thus would
result in higher noise barriers, which are unlikely to be acceptable to Council. Therefore, with
respect to road noise it is proposed to utilise the state road noise criteria.

Page 14
ACOUSTICS & AIR QUALITY
With respect to rail noise, the Council criteria in S31.3 match the state rail noise criteria
proposed previously.
4.5 Summary and Noise Limits
The relevant noise criteria for this development are:
Traffic noise (SDAP)
o At 1m outside buildings L10(18 hour) 60/63 dBA including façade reflection.
o For outdoor recreation areas L10(18 hour) 57/60 dBA excluding façade
reflection.
o For dwellings, apply the construction requirements in MP4.4 which correspond to
the external noise level categories.
Rail noise (SDAP)
o Lmax 87dBA and Leq (24 hour) average 65 dBA external level 1m from the façade.
o Lmax 84dBA and Leq (24 hour) average 62 dBA external free field level in private
open space and passive recreation areas.
o For dwellings, apply the construction requirements in MP4.4 which correspond to
the external noise level categories.

5 Acoustic Measurements
Acoustic measurements consisted of noise logging and a brief attended noise measurement.
5.1 Attended Noise Measurement
An attended noise measurement was undertaken at Location A as shown on Figure 2.1.
Location A was located on the fence line between the two southern-most at the designated site
on Trading Post Road, Cooroy.
The measurement was undertaken at 1pm on Wednesday 11th November, 2014, over a 15
minute period using a field and laboratory calibrated Norsonic NOR140 sound level meter. The
microphone height was approximately 1.3m above natural ground level and was located in the
free field. Weather during the time of monitoring was fine and warm, with no cloud cover.
The measured noise levels are summarised in Table 5.1. The parameters noted in Table 5.1 are
described in the glossary in Appendix A.

read from the sound level meter, and generally represent the range in noise levels or maximum
noise levels for a particular noise source.
5.2 Noise Logging
Noise logging was undertaken at Location A as shown on Figure 2.1. Logging was undertaken
from the 11th of November 2014 to the 19th of November 2014 using a field and laboratory
calibrated Larson Davis LD831 environmental noise logger. Noise logging was undertaken in
the free field.
Data from the Bureau of Meteorology (Brisbane) indicates that weather during the monitoring
period was generally fine and warm, but with light rainfall on Tuesday 18th (2.8mm). Overall, the
noise monitoring data is considered acceptable for use in this report.
The measured noise levels are shown in Figure 5.1 and 5.2. The parameters graphed in Figure
5.1 and 5.2 are described in the glossary in Appendix A.

The single event maximum rail noise level at the monitoring location is determined as the
average of the noisiest 15 rail noise levels during any 24 hour period. The rail noise level has
been calculated using the average of the noisiest Lmax,15min values in each 24 hour period, with
the overall single event maximum rail noise level being taken as the median daily value. The
results are shown in Table 5.5.

To check the validity of the above approach, ASK reviewed the noise level and audio data
associated with the maximum noise events on Day 1. It was determined that the average of the
noisiest 15 rail noise events was marginally lower than the average of the noisiest 15 overall
noise events, at 74.4 dBA Lmax versus 75.7 dBA shown in Table 5.5. Thus the approach used
in Table 5.5 is considered conservative as it is likely to marginally over predict the rail noise
exposure.
From the results in Figure 5.1, Table 5.2 to Table 5.5 and the observations noted from attended
measurements in Section 5.1 the following comments are made:
Road traffic is the consistent source of noise at this location.
Rail noise is inconsistent in comparison to traffic noise, however Lmax levels will be
dominant
Noise sources are Cooroy Connection Road (Elm Street) and the North Coast Rail Line.
Based on the measured background noise levels the outdoor road traffic noise limits are as
follows:
For the external facade of buildings L10(18 hour) 60 dBA including façade reflection.
For outdoor recreation areas L10(18 hour) 57 dBA free field.

6 Road Traffic Noise Assessment
6.1 Overview
Road traffic noise has been assessed from Cooroy Connection Road (Elm Street) onto the
proposed development. The relevant assessment criteria are outlined in Section 4.2.2.
TMR recommends that the prediction of road traffic noise is to be conducted according to the
United Kingdom Department of Transport (1988) procedure published as ”Calculation of Road
Traffic Noise” (CoRTN88). The road traffic noise levels have been predicted using the PEN3D
computer model, based on the CoRTN88 traffic noise prediction method and is approved by
TMR.
6.2 Data
The following data has been used in the noise calculations:
Noise source height of 0.5 m.
Ground contours for the existing and future site were obtained from the client via the
civil engineering consultant, field observations and Google Earth Pro.
It is understood that all residential dwellings will be single storey, and therefore a
receiver height of 1.8m above the provided pad levels has been used in the noise model.
Road width as per site inspection and Google Earth Pro images.
Traffic data shown in Table 6.1 has been obtained from TMR for Year 2012, and has
been adjusted for the years 2014 (existing) and 2024 (ten year planning horizon) using
a standard growth rate of 3.5% per annum.
The 18-hour traffic flow is taken to be 94% of the ultimate daily traffic flow.
The road surface for the roads is unknown but has been modelled as dense graded
asphalt (DGA) for validation purposes.
TMR CoRTN correction values of -0.7 dBA for free-field predictions and -1.7 for facade
corrected predictions have been used.
A +2.5 dBA facade reflection allowance is included in the road traffic noise level
predictions.

6.3 Verification
The results of the noise survey carried out at Location A have been used to verify the road traffic
noise model of Cooroy Connection Road (Elm Street).
The road traffic verification model uses the 2014 traffic flow, as stated in Section 6.2 and
current road alignment to determine the L10(18hour). Table 6.2 compares the results obtained
from the noise survey with the calculated results from the computer model.
Table 6.2 Existing and Calculated Road Traffic Noise Level
Receptor Height Measured Noise Level Calculated Noise Level
metres L10(18 hour) dBA L10(18 hour) dBA

The road traffic model is considered to be verified since the calculated level is within ± 2.0 dBA
of the measured level, and is considered conservative as it is over-predicting by a small amount..
6.4 Calculations
The road traffic noise levels for 2024 have been predicted for all proposed allotments and all
rooms of the proposed aged care facility. The L10(18hour) noise levels have been predicted
under two separate development conditions:
i. Without acoustic barriers
ii. With the acoustic barriers nominated in Figure 6.1.
The predicted L10(18hour) noise levels with no acoustic barrier for the allotments are presented
in Table C.1 in Appendix C, and for the rooms in the aged care facility in Table C.2 in Appendix C.
(Refer to Figure 3.2 for numbering of rooms).
From Table C.1 it can be seen that the highest predicted noise level is 69 dBA L10(18hour) on
lots 113, 114 and 137. From Table C.2 it can be seen that the highest predicted noise level in
the aged care facility is 67 dBA L10(18hour) in rooms 13, 14, 15, 16, 17, 18, 19, 20 and the
nurse station in D Wing. All other allotments and rooms have lower levels of noise exposure.
Based on these predicted noise levels, the MP4.4 Noise Categories in Table C.1 and Table C.2
extend up to Noise Category 3 for road traffic noise.
The predicted L10(18hour) noise levels presented in Appendix C exceed the noise limits of 60
dBA (1m from the facade) and 57 dBA (free-field) from Section 4.2.2. Therefore an acoustic
barrier is proposed to mitigate road traffic noise impact. The location and height of the
recommended acoustic barrier is presented in Figure 6.1.

ACOUSTICS & AIR QUALITY The predicted L10(18hour) noise levels with the inclusion of the proposed acoustic barrier (shown in Figure 6.1) for the allotments are presented in Table D.1 in Appendix D, and for the rooms in the aged care facility in Table D.2 in Appendix D. (Refer to Figure 3.2 for numbering of rooms). From Table D.1 it can be seen that the highest predicted noise level is 64 dBA L 10(18hour) on lots 114, 136 and 137. From Table D.2 it can be seen that the highest predicted noise level in the aged care facility is 62 dBA L10(18hour) in rooms 13 and 14 in D Wing . All other allotments and rooms have lower levels of noise exposure. Based on these predicted noise levels, the MP4.4 Noise Categories in Table D.1 and Table D.2 extend up to Noise Category 2 for road traffic noise. From the tables in Appendix D it can be seen that for a small number of lots, the predicted L10(18hour) noise levels exceed the noise limits of 60 dBA (1m from the facade). It is noted that in the earlier noise report for this subject site (ASK Report 4991R01V01 dated 12/03/2009), the barrier height was restricted to 2.1 m resulting in higher noise exposures at dwellings. This is accommodated with an increase in acoustic construction upgrades to the dwellings. It is proposed to use the same barrier height limit of 2.1m and to meet the internal noise levels via the MP4.4 Construction Categories nominated in Table D.1 and Table D.2 in Appendix D. A review of building construction requirements associated with the predicted MP4.4 noise categories is included in Section 8. 6.5 Acoustic Barrier Location and Construction The proposed barrier is to be constructed to 2.1m above finished ground level at the site boundary. Should a barrier of alternative height be constructed, then the MP4.4 Noise Categories in Appendix D should be revised accordingly. The acoustic barrier will mitigate noise from a TMR road and therefore it must comply with Main Roads Technical Standard MRTS15 ‘Noise Fences’ dated April 2014. The acoustic barrier should be solid and continuous with negligible holes and gaps between palings or panels or near the ground. The minimum surface density must be 15 kg/m2. The acoustic barrier may comprise a combination of an earth mound or crib lock wall and a timber fence on top. 7617R01V02.docx Page 23

7 Rail Noise Assessment
7.1 Overview
Rail traffic noise has been assessed from North Coast Rail Line (Nambour and Gympie North
railway line) onto the proposed development. The relevant assessment criteria are outlined in
Section 4.2.3.
The rail noise levels have been predicted using the PEN3D computer model validated to onsite
noise measurements and is approved by TMR.
7.2 Data
The following data has been used in the noise calculations:
Ground contours for the existing and future site were obtained from the client via the
civil engineering consultant, field observations and Google Earth Pro.
It is understood that all residential dwellings will be single storey, and therefore a
receiver height of 1.8m above the provided pad levels has been used in the noise model.
The future rail noise levels are assumed to be equal to or lower than the existing rail
noise levels.
A +2.5 dBA facade reflection allowance is included in the rail noise level predictions.
7.3 Verification
The results of the rail noise survey carried out at Location A have been used to verify the rail
noise model.
The rail verification model uses the existing ground topography and current rail alignment to
determine the Lmax noise level. Table 7.1 compares the results obtained from the noise survey
with the calculated results from the computer model.

ACOUSTICS & AIR QUALITY 7.4 Calculations The rail noise levels have been predicted for all allotments and rooms of the proposed aged care facility. The single event Lmax noise levels have been predicted under two separate development conditions: i. Without acoustic barriers ii. With the acoustic barriers nominated in Figure 6.1. The predicted Lmax noise levels with no acoustic barrier for the allotments are presented in Table C.1 in Appendix C, and for the rooms in the aged care facility in Table C.2 in Appendix C. (Refer to Figure 3.2 for numbering of rooms). From Table C.1 it can be seen that the highest predicted noise level is 81 dBA Lmax on lots 17, 18, 19, 20, 33, 34, 35, 48, 49 and 50. From Table C.2 it can be seen that the highest predicted noise level in the aged care facility is 81 dBA Lmax in rooms 13 to 20 (including the nurse station and lounge) in D Wing, and rooms 13 to 20 (including the nurse station) in E Wing. All other allotments and rooms have lower levels of noise exposure. Based on these predicted noise levels, the MP4.4 Noise Categories in Table C.1 and Table C.2 extend up to Noise Category 3 for rail noise. The predicted Lmax noise levels comply with the noise limits of 87 dBA (1m from the facade) and 84 dBA (free-field) from Section 4.2.3 and Section 4.1, and therefore no acoustic barriers are required. However, an acoustic barrier has been recommended to mitigate road traffic noise as presented in Figure 6.1. Therefore predicted single event maximum noise levels have also been predicted with the inclusion of this barrier. The predicted Lmax noise levels with the inclusion of the proposed acoustic barrier (shown in Figure 6.1) for the allotments are presented in Table D.1 in Appendix D, and for the rooms in the aged care facility in Table D.2 in Appendix D. (Refer to Figure 3.2 for numbering of rooms). From Table D.1 it can be seen that the highest predicted noise level is 80 dBA Lmax on lots 98 and 111. From Table D.2 it can be seen that the highest predicted noise level in the aged care facility is 81 dBA Lmax in room 13 in D Wing. All other allotments and rooms have lower levels of noise exposure. Based on these predicted noise levels, the MP4.4 Noise Categories in Table D.1 and Table D.2 extend up to Noise Category 3 for rail noise. A review of building construction requirements associated with the predicted MP4.4 noise categories is included in Section 8. 7617R01V02.docx Page 25
Page 26
ACOUSTICS & AIR QUALITY
8 Internal Noise Assessment
The predicted noise levels shown in Tables C.1 & C.2 and Tables D.1 & D.2 are used to
determine the associated noise category for each allotment or room facade based on Schedule
3, Table 1 of MP4.4 as follows in Table 8.1.
Table 8.1 MP4.4 Noise Categories
MP4.4 Noise Category Rail Noise Level Road Traffic Noise Level
Lmax dBA L10(18hour) dBA
4 ≥ 85 ≥ 73
3 80 to 84 68 to 72
2 75 to 79 63 to 67
1 70 to 74 58 to 62
0 ≤ 69 ≤ 57
The MP4.4 classifications are included in Tables C.1 & C.2 and Tables D.1 & D.2. From Table
D.1, with the inclusion of the proposed acoustic barrier, it can be seen that the noise categories
are up to Category 3, and are greater than zero in most instances and therefore façade
treatment is required to be assessed for these rooms.
In accordance with MP4.4 the construction requirements are to be either:
(i) Using construction materials nominated in MP4.4, as described in Appendix E.
(ii) Using construction materials and methods that meet the minimum acoustic
rating (Rw) requirements in MP4.4, as shown in Appendix E, based on the
manufacturer’s specifications.
To achieve the target noise reductions from external noise to internal noise levels in MP4.4 will
require the construction details are of an appropriate acoustic standard, and that all external
openings to be closed when these habitable rooms are occupied. Therefore, an air-
conditioning/mechanical ventilation system that does not degrade the internal acoustic
environment or the sound isolation of the building envelope, and also meets the ventilation
requirements of the Building Code of Australia may need to be installed.

9 Recommendations & Conclusion
A road and rail noise assessment has been conducted for the proposed retirement community
and aged care facility at Trading Post Road, Cooroy. The results and recommendations of the
assessment are as follows:
An acoustic barrier is proposed for the site boundary as shown in Figure 6.1. The barrier
is modelled to a height of 2.1m above the finished ground level at the site boundary
(based on the proposed ground levels provided by the client). It is noted that in the
earlier noise report for this subject site (ASK Report 4991R01V01 dated 12/03/2009)
the barrier height was restricted to 2.1 m resulting in higher noise exposures at
dwellings. This is accommodated with an increase in acoustic construction upgrades to
the dwellings. It is proposed to use the same barrier height limit of 2.1m and to meet the
internal noise levels via the MP4.4 Construction Categories nominated in Table D.1 and
Table D.2 in Appendix D.
Building construction is to be upgraded in accordance with the MP 4.4 Categories
nominated in Table D.1 and Table D.2 in Appendix D, and in line with recommendations
listed in Section 8. The construction requirements associated with these noise
categories are included in Appendix E.
To achieve the target noise reductions from external noise to internal noise levels in
MP4.4 will require the construction details are of an appropriate acoustic standard, and
that all external openings to be closed when these habitable rooms are occupied.
Therefore, an air-conditioning/mechanical ventilation system that does not degrade the
internal acoustic environment or the sound isolation of the building envelope, and also
meets the ventilation requirements of the Building Code of Australia may need to be
installed.
Compliance with the above recommendations is predicted to result in compliance with relevant
noise criteria.

Appendix A Glossary
Parameter or Description
Term
dB The decibel (dB) is the unit measure of sound. Most noises occur in a range of
20 dB (quiet rural area at night) to 120 dB (nightclub dance floor or concert).
dBA Noise levels are most commonly expressed in terms of the ‘A' weighted decibel
scale, dBA. This scale closely approximates the response of the human ear,
thus providing a measure of the subjective loudness of noise and enabling the
intensity of noises with different frequency characteristics (e.g. pitch and tone)
to be compared.
Day The period between 7am and 6pm.
Evening The period between 6pm and 10pm.
Night The period between 10pm and 7am.
Free-field The description of a noise receiver or source location which is away from any
significantly reflective objects (e.g. buildings, walls).
L1 The noise level exceeded for 1% of the measurement period.
L10 The noise level exceeded for 10% of the measurement period. It is sometimes
referred to as the average maximum noise level.
L90 The noise level exceeded for 90% of the measurement period. This is
commonly referred to as the background noise level.
Leq The equivalent continuous sound level, which is the constant sound level over
a given time period, which is equivalent in total sound energy to the time-
varying sound level, measured over the same time period.
Leq(1hour) As for Leq except the measurement intervals are defined as 1 hour duration.
Lmax Maximum A-weighted sound pressure level.
Lmax(15 min) The arithmetic average of the Lmax noise levels of individual events during the
measurement interval which is defined as 15 minute duration.
Leq(24 hour) The average Leq noise level over the 24-hour period from midnight to midnight.
L10(18 hour) The arithmetic average of the one-hour L10 values between 6am and midnight.
This parameter is used in the assessment of road traffic noise.
L10(12hour) The arithmetic average of the one-hour L10 values over the 12-hour period
between 6am and 6pm.
Rw Weighted Sound Reduction Index – is a single number evaluation of the
property of a partition to attenuate sounds. For the majority of partitions, the
value of Rw will be similar to the value for STC. Partitions with particularly poor
performance at 100 Hz may have lower values for Rw than for STC.
Conversely, partitions with poor performance at 4000 Hz may have higher Rw
than for STC. (As per AS1276.1-1999).
