Appendix E - Ecological Assessment Report
Ecological Assessment Report v1 NCES Ref: J000669 Lot 2 on RP131369 – 108 Black Mountain Range Road, Black Mountain 6.2 State Government 6.2.1 DNRME Remnant Regional Ecosystems DNRME’s Vegetation Management Supporting Map identifies Category C (High Value Regrowth) and Category R (Reef Regrowth) regulated vegetation within the site. As no Category B (Remnant Vegetation) is mapped within the site, the application does not require referral to SARA for assessment against State Code 16 – Native Vegetation Clearing. 6.2.2 Nature Conservation (Koala) Conservation Plan 2017 and SDAP State Code 25 Development in South East Queensland koala habitat areas The removal of Koala Habitat Areas in mapped Koala Priority Areas is prohibited development under Schedule 10 Part 10 Division 2 of the Planning Regulation 2017. The site is located within the Koala Priority Area and no direct clearing of the mapped Koala Habitat Area in the east of the site is proposed. The Lot 2 BLE has been located a minimum of approximately 50m from the mapped Core Koala Habitat Area and the new proposed internal allotment boundary has been located a minimum of 15m from the mapped Core Koala Habitat Area. Where a development proposal within a Koala Priority Area does not require the removal of koala habitat, assessment under Schedule 11, Part 2 of the Planning Regulation 2017 is required. Table 3 – Assessment benchmarks — Development on premises in koala priority areas not interfering with koala habitat Assessment Benchmarks Response (1) The following matters are assessment The development retains the extent of mapped KHA benchmarks for the development: on the site and includes a BLE on Lot 2 located (a) the development provides, on the premises, the approximately 50m from the mapped Koala Habitat safe koala movement measures necessary to Area to the east of the site hence does not impede maximise the safe movement of koalas: movement potential within and between the KHA’s (i) within a koala habitat area on the premises; located to the north and south of the site . and (ii) between a koala habitat area on the premises (the first area) and a koala habitat area or ecological corridor within 200m of the first area; (b) either: (i) each building, structure or works associated with the development is at least 50m from a koala habitat area; or (ii) the development complies with each of the criteria stated in subsection (2). (2) For subsection (1)(b)(ii), the criteria are as (a) No change to the condition of the soil is expected follows: to impact Koala Habitat Areas as a result of the development. The Lot 2 BLE is positioned (a) any change to the condition of soil as a result approximately 50m from the nearest KHA of the development does not adversely affect a koala habitat area; Examples of changes to the condition of soil: • the addition of nutrients to the soil • the erosion of the soil • the compaction of the soil (b) any alteration of hydrological flows as a result (b) The development is not expected to affect of the development does not adversely affect a hydrological flows present within the site. koala habitat area; (c) any landscaping associated with the (c) The development proposal does not include development that involves planting non-native landscape works.
