Council Report 131998 981211 5 Amended proposal
The emergency route is to provide patrons and staff an opportunity to evacuate to the east if
evacuation via Kabi Road is not possible. A preliminary design has not been prepared by the
applicant. To minimise the extent of works in Council’s road reserve, it is recommended that the
emergency route connects to “Road 176” as far east as possible, as shown below.
Figure 6 – Proposed Emergency Evacuation Route
The evacuation route must be designed to cater for heavy vehicles (i.e., buses, QFES vehicles,
etc.) and comply with the recommendations discussed in North Coast Environmental Services’
Bushfire Hazard Assessment and Management Plan (J001061, v.4) dated 11 September 2024.
Council’s Infrastructure Services department have nominated a desired minimum standard for the
emergency route which is included in the conditions.
The evacuation route will require upgrades to Council’s “Road 176”. A condition for these works
has been included.
Council Infrastructure Services has provided further comments about the fire access trail utilising
unmade Road 176 and note that this road has a medium risk, is not maintained as it acts as a
driveway, is not trafficable by buses in its current state and may present as a maintenance burden.
Infrastructure Services comments are noted however the fire access trail will only be used in
emergency situations with the applicant required to upgrade a portion of Road 176.
