Given the proposed development is identified as being subject to Impact Assessment, the application is
required to be assessed against the entire planning scheme, including the Strategic Framework. The
Strategic Framework sets the policy direction for the planning scheme and forms the basis for ensuring
appropriate development occurs in the planning scheme area for the life of the planning scheme.
Figure 7 illustrates the strategy map which demonstrates the preferred land use patterns, centres, the major
transport network, water supply catchments, centres hierarchy, extractive and mining resources and
conservation corridors. The site is located within the industry area.

The Strategic Framework specifically provides an outcome which relates to the proposal:
1.7.1 The majority of urban residential, business, community, industrial and recreational
development is consolidated in the southern coastal part of Noosa within the localities of Eastern
Beaches, Noosa Heads, Noosaville and Tewantin. These localities account for roughly three
quarters of Noosa’s resident population and are the ones most affected by visitor influx in peak
         period
The proposal involves a service station with an ancillary shop and food outlet located in the industrial area of
Noosaville. The proposal will support the daily function of the area and visitors exploring Noosa.
The Strategic Framework also provides a strategy with respect to specific uses. The proposal involves a
retail business uses and therefore the relevant commercial and retail uses have been enclosed in Table 4
and assessed against the proposal.
