Urbis Pty Ltd, on behalf of Denmac Nominees, has prepared this development application for a proposed
Service Station, Shop and Food Outlet at 140-142 Eumundi Noosa Road, Noosaville, formally described as
part of Lot 2 on RP173876. Specifically, this application seeks Council approval for a Development Permit
for a Material Change of Use (Retail Businesses Type 5 Service Station and Type 2 Shop and Salon,
Entertainment and Dining Business Type 1 Café/Food Outlet) and associated Operational Works for an
advertising device (pylon sign)..
This report addresses the merits of the development with regard to the provisions of The Noosa Plan and
relevant sections of the Sustainable Planning Act 2009. For the purposes of this report, The Noosa Plan will
be described as the ‘Planning Scheme’ and the Sustainable Planning Act 2009 will be described as ‘SPA’.
The development application is supported by a number of specialist’s reports and other material including
the following:
   Volume 1 – Architectural Plans prepared by Thomson Adsett;

   Volume 2 – Landscape Design Concept prepared by Urbis;

   Volume 3 – Civil Engineering Services Report prepared by Lambert & Rehbein;

 Volume 4 – Traffic Impact Assessment prepared by Lambert & Rehbein; and

 Volume 5 – Stormwater Management Plan prepared by Lambert & Rehbein.

The assessment of the application is to be undertaken in accordance with Section 314 of SPA. This report
provides the applicant’s assessment against these provisions and concludes that the development is
appropriate, generally consistent with existing planning controls and intent for the area, and is not anticipated
to impact adversely upon the amenity of the locality. Council’s approval of the application is therefore
sought, subject to relevant and reasonable conditions.
As outlined in the Development Summary, the application is for a Development Permit for a Material Change
of Use for the purpose of a Service Station, Shop and Food Outlet and associated Operational Works for
Advertising Device, which is subject to Impact Assessment.
