Property Access Study for Sunshine Butterflies
Background
Tod Consulting have volunteered to assist the local charity Sunshine Butterflies with the development
of a new facility on McKinnon Drive, Cooroibah, known as “Our Backyard”.
Sunshine Butterflies is a disability support service and charity supporting babies, kids, tweens, teens
and adults with a disability and their families. Our Backyard is a 5 acre hobby farm in Cooroibah (near
Tewantin) which currently includes a 3 bedroom wheelchair accessible house and in the future, when
construction is complete, will be available for short or long term respite or family stays.
Following discussions with Noosa Council by Planning Consultant and ex-Councillor Russell Green
arrangements are being made to lodge a Material Change of Use (MCU) application.
Introduction
Greg Jackson of Tod Consulting undertook a site inspection of the existing driveway access and site
frontage located at 468 McKinnon Drive, Cooroibah (Lot 2 on RP214534), on Friday 29 July 2016.
Traffic Generation
The Annual Average Daily Traffic (AADT) on this section of McKinnon Drive is only 2,180 vehicles per
day.
The Sunshine Butterflies team consists of 5-10 staff per day who travel by private vehicle to the site (6
vehicles per day). Wednesday is the busiest day and Friday the quietest; with client’s numbers being
about 10-20 persons per day. A free transport service is offered for these clients using 4 x 12 seater
buses, with clients picked up in town and transferred to the property (similar to the existing transfer
arrangements between client pick up areas and the warehouse in Noosaville).
User No. of No. of trips / Total No. of Time of trip
vehicles vehicle / day Trips
Staff 6 2 12 9.00am – 4.00pm
Clients 4 2 8 9.30am – 2.30pm
Residents 2 8 16 7.00am – 6.00pm
Deliveries 1 2 2 10.00am – 12.00pm
TOTAL 38
Based on the above it can be seen that the proposed development will generate a very low volume of
traffic (1.7% of base traffic volume) with the majority of the trips being made outside the conventional
peak hour times.
Intersection Warrants
The warrants for turn treatments at an intersection are a function of the peak hour traffic flows for the
right turn, the through movement on the same approach and opposing traffic on the opposite
approach as described in Austroads.
Figure 4.9 from the Guide to Road Design – Part 4A: Unsignalised and Signalised Intersections
indicates the provision of a Rural Basic Right Turn (BAR) and Left Turn (BAL) Treatment is required.
1
Tod Consulting Project No. 16520
Section 11
Rural Basic Right Turn Treatment (BAR) and Basic Left Turn Treatment (BAL) – Refer Drawing
No. 16520_SK_1
The BAR is the minimum treatment required to enable right turn movements from a through road to
an access point. The layout includes sufficient width for through vehicles to pass on the left side of a
stationary right turning vehicle, through widening of the road shoulder.
As there are good overtaking opportunities within this section of McKinnon Drive Tod Consulting
would recommend the installation of barrier centre line, to discourage passing manoeuvres.
As the majority of traffic will be coming from and returning top Tewantin there will be very few left
turns into the site. We therefore do not consider a BAL necessary.
Sight Line Requirements for Access
It is essential for safety reasons that drivers approaching from all directions can recognise the
presence of a driveway in time to slow down or stop to avoid potential collisions, with turning traffic. It
is therefore necessary to have adequate sight distances in relation to both horizontal and vertical
geometry.
Tod Consulting have undertaken an assessment of the sight line requirements for the proposed
access, in accordance with the Austroads Guide to Road Design – Parts 3, 4 and 4A.
This guideline states that sight distances at accesses should comply with the sight distance
requirements for intersections i.e. that Approach Sight Distance (ASD), Safe Intersection Sight
Distance (SISD) and Minimum Gap Sight Distance (MGSD) are achieved.
In accordance with these guidelines the calculation of all necessary sight lines has assumed a driver
reaction time of 2.5 seconds for rural areas. McKinnon Drive has a speed limit of 100km/hr, and as
such in accordance with the Austroads guidelines a design speed of 110km/hr has been used in
calculating the required sight distances.
When calculating sight distances we have included grade correction factors, in accordance with the
Austroads guidelines, where necessary to account for the additional distance that vehicles travel
when braking on a downhill grade and vice versa.
1. Approach Sight Distance (ASD)
ASD is required on the main road approaches so that drivers can see the pavement and road
markings at the proposed access. ASD is measured from driver’s eye height (1.1m) to 0.0m.

2. Safe Intersection Sight Distance (SISD)
SISD is the minimum distance which should be provided for a driver on the major road to observe a
vehicle on the driveway approach. This distance should also be provided to drivers of vehicles stored
in the centre of the road when undertaking a crossing or right-turn movement. SISD is measured
from driver’s eye height (1.1m) to a point at 1.25m height (top of car).

3. Minimum Gap Sight Distance (MGSD)
MGSD is the minimum gap in traffic that drivers are prepared to accept when undertaking a crossing
or turning manoeuvre. It should be noted that no grade correction factor is necessary for the
calculation of MGSD. MGSD is measured from driver’s eye height (1.1m) to a point at 0.65m height.

As can be seen from the tables and photographs above:
The required ASD can be achieved for both approaches;
The required SISD can be achieved for both approaches;
Adequate MGSD requirements can be achieved in both directions.
In other words, satisfactory sight distances can be achieved for all users of this proposed property
access.
