Submission - Linda Tonkin - MCU190066
Development Permit for Material Change of Use - Commercial Business - Type 1 Office Application No: MCU19/0066 Street Address: 2197 David Low Way Peregian Beach Qld. 4573 Real Property Description: Lot 625 P93121 Planning Scheme: The Noosa Plan (8 June 2018) To: The Assessment Manager Please accept this notice, a formal objection to the above MCU application. The following forms the basis of my objection: Peregian Beach has both a gazetted commercial hub on Northern end of Peregian Beach on David Low Way with significant parking allowance for these premises, along with various commercial opportunities within the village precinct itself. There are currently available leases in these locations and have been over the past 12/18 months, at the time when the applicant opened at above site, without appropriate Planning approval. Therefore I do not want to see a commercial element brought into this area of Peregian Beach and strongly oppose this MCU and list below some, but not all, important reasons to oppose; Town Plan - Change of Use: There is good reason why this location does NOT have a commercial town plan approval (some outlined below). Peregian Beach is unique with single laned traffic flow in and out of the town village. Council Town Plan should never be determined or pressured by individuals with agenda’s. Town Plan should always remain focussed on the integrity of prudent and smart town planning decisions. This approval will set a precident and add pressure in an area that poses significant parking limitations and vehicle/pedestrian risks onto what has become a very busy road. Potential Dangerous Traffic Hazard/Parkinq: David Low Way has become a very busy access into Peregian Beach. . % The nature of nose in parking in this proposed site and the need to reverse out directly onto this busy single laned road is dangerous at any time. To increase the pressure to this parking area, it will pose serious risk to traffic flow and more seriously, to cyclists. Those reversing from this site, will not have a clear view out into on-coming traffic and cyclists accordingly. -» Visitors are also required to walk around the rear of their vehicle to access the entry which again poses a major safety concern for pedestrians entering the premises. I Lack of qayetteri parking for 3 Individual Lots located at 2197 David Low Way. Peregian Beach Applicant states: “Car parking is no issue as we have 3 staff car parking spaces in the back and most of the time I walk to my workplace. Client car parking is no concern as there is ample of dedicated car parking at the front”. I believe that even when the applicant lived within walking distance to the site, they rarely, if ever walked to work, therefore it is very misleading to claim that they will walk approximately 13 kms from their current residence. ,9 I also understand, neither the applicant nor the applicants partner, who I believe, operates the nursery, park their vehicles in the staff car parking area, (they could not do this as it is always used by the nursery as a storage/work space) Their vehicles are always out on the side street or in the public car park area as witnessed daily. The site is made up of 3 Lots. The Applicant is only occupying 1 of 3 Lots namely Lot 625. There is only 10 car spaces for all 3 Lots, therefore the Applicants has only fair and rightfull access to only 3.3 car spaces. One would agree that to further add pressure to this precarious parking arrangement, by adding Commercial premises along with a Cafe, will pose serious parking issues, yet the Applicant has made an assumption that all 10 spaces provide for them, ‘ample parking’. This in reality, is clearly not the case. A lack of parking and vehicle congestion in this area WILL create a dangerous condition and congestion affecting traffic flow of a busy road. . % Misleading Statements: Applicant states.... ‘‘By converting part of the existing business into my Real-estate office there is no additional foot traffic as these days most people do not visit an office anymore, it just merely provides me with a beautiful workspace within the gardens." -* Applicant claims there will be no visitation to the Real Estate Office and that applicant walks to work Reading those statements, the applicant would have us believe they will be operating a Real Estate Business with no office required for I client visitation and no need for ready access for a vehicle. I find these claims extraordinary and ask Council to give careful consideration when considerating this application. 4 Other comments: NAME: (Print). rChJKfty SIGNED: ■/Li tU— DATE: ^ / / 120 ADDRESS: ^ Pidv&r sh'C&t , .
