PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 JANUARY 2014
4.2 INFRASTRUCTURE CHARGES REBATES FOR COMMUNITY ORGANISATIONS
DOCUMENT INFORMATION
File No ECM/Subject/Infrastructure Charges Instruments & Policy
Author Priority Infrastructure Planning and Infrastructure Charges Officer,
Community and Development
SUMMARY/PURPOSE
Under “The Local Government (De-amalgamation Implementation) Regulation 2013”, the current
infrastructure charges resolutions and policies adopted by the Sunshine Coast Council transfer
and continue to apply to The Noosa Plan planning scheme area until such time they are reviewed
and replaced by new resolutions and policies adopted by Noosa Council.
This report is presented to Council for its consideration and direction in relation to the Sunshine
Coast Council’s policy “Infrastructure Contributions (Charges) Rebates for Eligible Community
Organisations” currently applying to Noosa Council.
BACKGROUND INFORMATION
Following amalgamation of the three former Councils, the Sunshine Coast Council reviewed the
rebates policies and processes existing of each former Council and adopted its current policy
statement, “Infrastructure Contributions (Charges) Rebates for Eligible Community
Organisations”.
This policy is substantially based on the former Noosa Council Policy “Rate Rebates and Waiver
of Fees for Community Organisations” updated to current accounting practices in relation to
granting infrastructure contributions and charges relief for new developments undertaken by
community organisations that satisfy the specified criteria.
PREVIOUS COUNCIL CONSIDERATION
The item presented in this report relates to a Sunshine Coast Council Policy and is presented for
Noosa Council’s consideration and direction.
REPORT
The Sunshine Coast Council’s Policy “Infrastructure Contributions (Charges) Rebates for Eligible
Community Organisations” is primarily an extension of the former Noosa Council policy that
provided certainty in relation to infrastructure charges issued on community organisations
undertaking development that provides a desired benefit to the community.
The policy provides a reduction in infrastructure charges applicable to developments undertaken
by not for profit charitable, community, sporting and recreation organisations. The policy also
extends to non-state schools and religious organisations.
The rebates only apply to infrastructure charges relating to the Transport, Public Parks & Land
for Community Facilities and Stormwater networks owned by Council but does not apply to the
Water Supply and Sewerage networks under the control of Unitywater.
