PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 JANUARY 2014

A number of new roads are proposed, the primary one being a link road extending from the
existing junction of Lanyana Way and Arcadia Street north of the site through to Noosa Drive to
the west to be known as Pinaroo Way.
The development is arranged with the retail shops forming an active frontage to the eastern end
of Pinaroo Way, with the commercial and residential buildings in stage 2 also fronting that street.
The tavern and liquor store buildings are accessed via new internal/service roads. Much of the
balance of the site is dedicated to carparking, pathways and landscaped areas. The applicant
indicates it intends to subdivide the site to excise Stage 2 in two parcels for development by
others.
Copies of the proposed layout plans for Stage 1 and Stage 2 are included as Attachments 2 (a)
& 2 (b). A copy of the proposed (future) reconfiguration of the site to excise the Stage 2 lots for
development by others is included as Attachment 3.

The built forms of the buildings are a mix of 1, 2 & 3-storey buildings with generally well-
articulated forms and a mix of materials. The tavern building seeks to re-use the existing bowls
club premises but reduces the building footprint and remodels much of the external façade and
significantly improves the noise attenuation of the façade and glazing. A new beer garden and
children’s play area is proposed on the tavern’s northern side. The proposed liquor store is a
single-storey tilt-slab building with architectural features limited to a vaulted roofline and some
covered external walkways.
The new retail shops and the residential and commercial buildings are concrete structures with
generally well-articulated and varied external elevations incorporating a mix of materials,
sunshading and screening devices. The retail building on the southern side of Pinaroo Way
benefits from a northern orientation and the design includes skillion roofs and potential outdoor
dining and communal areas that provide good solar access.
The residential building is oriented west toward Pinaroo Way and Pinaroo Park. Sunshading
devices are proposed across much of the building’s frontage. The rear of the building, which
faces the tavern, is dedicated to access stairs and entrance landings. The units are classified as
small dwelling units under the planning scheme, with the largest being 82m2. A basement
carpark for 39 cars is proposed with access off Pinaroo Way.
The Stage 2 commercial component is a 2 storey building aligned along the northern side of the
eastern end of Pinaroo Way. An undercroft carpark for 36 cars is proposed, with access via a
service road to building’s north.
The primary open space area of the development is in the form of a pedestrian plaza area at the
entrance to Pinaroo Way. The width of the Pinaroo Way road reserve is 25 metres and the
plaza, at its widest point adds a further 12 metres and allows for the retention of some existing
trees near the intersection.
Further existing trees are proposed to be retained toward the Pinaroo Park end of Pinaroo way,
where existing ground levels can be retained, but due to the extent of earthworks across the
balance of the site, few other trees are likely to be retained.
The applicant has also proposed to construct a new public amenities block within Pinaroo Park to
replace the existing facility near the entrance to Noosa Fair shopping centre.
The applicant acknowledges that the proposed development conflicts with the provisions for the
Community Services zone that affects much of the site (i.e. the bowls club land) and has
provided grounds it identifies as being sufficient to support the development in accordance with
the requirements of the Sustainable Planning Act. A detailed assessment of those grounds is
provided later in this report.
