PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 JANUARY 2014
Overall Outcome 9.8.2 (s)(ii) for the Business Centre zone states that the zone:
Incorporates a mix of business uses and upper level employee housing which reduces
commuting pressures and creates a vibrant environment with opportunities for both day
and night time casual surveillance.
Unfortunately, no shop top dwellings have been developed in Noosa Junction since the changes
to The Noosa Plan. The proposed residential unit building of 26 x 1 and 2 bedroom small units
(up to 86m2) would provide well-located small dwellings within the centre and assist in achieving
the planning scheme aspirations for activation of the business centre. The orientation of the
building toward Pinaroo Park (with potentially upgraded playground facilities) also provides an
important casual surveillance function for that area.
Noosa Junction Placemaking Strategy
Sunshine Coast Council endorsed the Noosa Junction Placemaking Strategy, also referred to as
the Noosa Junction Masterplan, in September 2010. The masterplan was prepared by
consultants Place Design Group and identifies opportunities and constraints for future
development of the area. Extracts from the masterplan are included as Attachment 4.
The masterplan includes the subject site and is the document that formally introduced the
concept of a new link road from Lanyana Way through to Noosa Drive. The masterplan makes
the following key findings that relate to the new Pinaroo Way link road:
The Noosa Junction centre does not currently reflect the surrounding natural landscape - it
is not attuned to its amazing natural setting. In addition, there are few quality public spaces
throughout the centre. A key opportunity exists to create a ‘green plaza’ by extending
Arcadia Street, through to the northern side of Sunshine Beach Road and south to Pinaroo
Rotary Park, to link disparate elements, bring nature into the centre and provide an
identifiable community space.
Noosa Junction is privileged to adjoin quality natural assets of Pinaroo Rotary Park and
Noosa National Park, however, the interface with these parks is extremely poor, with few
linkages or references acknowledging the quality of the adjacent natural experience. There
are opportunities to improve the frontage and interface along Pinaroo Rotary Park and to
physically link the walking trails in Pinaroo Rotary Park and the adjacent section of Noosa
National Park to Noosa Junction centre.
A new link road between Noosa Drive and Arcadia Street, running alongside the northern
boundary of Pinaroo Rotary Park, has been identified as a way of enticing and attracting
people into the heart of Noosa Junction, whilst also activating the Pinaroo Park edge.
As such, the application is supported by the masterplan and specifically responds to
opportunities it identifies. In particular the proposal delivers, or has the potential to deliver, the
following aspects sought under the masterplan:
Construction of Pinaroo Way link road
Low speed street environments
Shared pedestrian zones / extension of the Arcadia Street pedestrian zone
Active frontages to the Arcadia Street end of Pinaroo Way
High quality streetscape inclusions and materials, finishes, furniture, lighting, way-finding
and public art
Strong pedestrian and cycle links
Activation and improvements to Pinaroo Park
