Town Planning Report
2 Background
6. As indicated above, this application is for an ‘Other Change’ to Development Permit 04/029, which
approved Extensions to Existing Duplex Dwelling over the site. The Development Permit for Extensions to
the Dual Occupancy approved the delivery of a significant renovation to Unit 1, which included the increase
of the unit’s Ground Floor Area, as well as the addition of an upper floor (Figure 1 & Figure 2). The upper
floor delivered four (4) bedrooms, along with a bathroom and ensuite.
7. The overall built form resulted in considerable variations between built form of the existing unimproved
unit and the modified unit (refer to Figure 3 below). As a result, the site since this approval in 2004 has
presented the need for the development of Unit 2 in order to achieve a more harmonious design, as well
as deliver a consistent level of amenity provision across the units. Further the need has arisen for Unit 2 to
deliver further GFA and bedrooms in order to meet the desired level of residential amenity and density
that a medium density residential zone is expected and should provide.
8. The need for the proposed development is required in order to return to a more equitable utilisation of
GFA, allowing for a built form that presents as a balanced, as displayed in the Table 1 below. Noting that
Unit 1 currently delivers in excess of double the GFA of Unit 2.
