2.0 INTRODUCTION
2.1 DEVELOPMENT BACKGROUND
The applicant, J Haines proposes to construct workers accommodation (Rooming
Accommodation) at 23 Bottlebrush Avenue, Noosa. The development will be constructed
across a 506m2 parcel of land described as Lot 140 on RP88934.
Following submission of the original Development Application to Noosa Council (Council
reference MCU25/0067), Council issued an Information Request on 7 July 2025. After a
response to the Information Request was provided, a Further Advice notice was received on
19 December 2025 seeking additional information regarding several aspects of the proposal.
Item 3 of the Further Advice notice requires the preparation and submission of a Waste
Management Plan in accordance with Planning Scheme Policy 9 – Waste Management.
Rhodium Environmental was commissioned to prepare this Waste Management Plan (WMP)
to be submitted to Noosa Council in response to Item 3 of the Further Advice notice. This
WMP ensures that the waste storage and collection activities for the operational phase of the
development are sufficient for the proposed development and comply with the requirements
of SC6.10 PSP9 Waste Management, Noosa Plan 2020 (September 2020).
2.2 SITE DETAILS
The development site is located at 23 Bottlebrush Avenue, Noosa (refer Figure 1). The site is
bound by Bottlebrush Avenue to the west and existing residential developments to the north,
east and south of the site.
The development is proposed to include Rooming Accommodation consisting of 16 x 1
bedroom units. The building will include parking and services at ground level, with 16 units
and facilities across levels 1 to 3.
2.3 PURPOSE AND SCOPE
Suitable waste planning at the early stages of development design results in waste systems
that are easy to use, improves amenity of the building, reduces health, work and safety risks,
and encourages waste avoidance and resource recovery.
In accordance with Council’s Waste Management planning scheme policy, this WMP
establishes systems that provide the best opportunity for occupants of the development to
recycle correctly and minimise waste sent to landfill. The WMP also details the provision of
appropriate refuse collection facilities to satisfy the assessment benchmarks for the
development.
This report represents a Waste Management Plan for the operational phase of the
development which includes:
- Details on the anticipated type and quantity of waste (Section 3.0);
- Details of the waste storage point requirements and waste storage bins (Section 4.0);
and
- Details of the waste collection point requirements and proposed waste collection
arrangements (Section 5.0).

3.0 WASTE AND RECYCLING GENERATION
3.1 TYPE OF WASTE
The development is proposed to include workers accommodation only and as such, the
anticipated waste types include general waste and co-mingled recycling material only.
Provisions will be made for each anticipated waste type.
The development will be managed by the body corporate, which will engage a suitably
qualified landscape maintenance contractor to undertake ongoing grounds maintenance. As
part of this contractual arrangement, all green waste generated on-site will be removed by
the contractor. Accordingly, the provision of a Council green waste bin is not required for the
development.
3.2 WASTE VOLUMES
Calculations of the anticipated waste quantities for the development have been undertaken
using industry-standard generation rates, as agreed in the Further Advice notice issued by
Noosa Council on 19 December 2025. The adopted waste and recycling generation rates are
considered appropriate for the proposed use of the premises as workers’ accommodation,
which differs from typical residential dwellings.
Table 1 below displays the anticipated volume of general waste and recycling material that is
expected to be generated during the operational phase of the development.
Table 1: Anticipated general waste and recycling quantities from the proposed units.

of rooms
(L/occupant/wk) (L/week) (m3/week)
General 60 960 0.96
16
Recycling 60 960 0.96
The development is expected to generate approximately 960L per week of general waste and
960L per week of recycling material.
3.3 WASTE MINIMISATION INITIATIVES
To minimise waste to landfill, the following waste minimisation measures will be
implemented at the site:
• Provision of clearly labelled recycling bins within the waste storage area;
• Educational signage for residents regarding waste separation;
• Encouragement of cardboard flattening prior to disposal;
• Provision for periodic bulky waste collection through private contractor;
• Body corporate oversight of waste contractor engagement.
These measures align with the policy objective of encouraging waste reduction, reuse and
recycling.

4.0 WASTE AND RECYCLING STORAGE
Section 4 outlines the general design criteria of the waste storage and servicing areas as
required by SC6.10 PSP9 Waste Management, Noosa Plan 2020 (September 2020) along with
a description of the proposed bins to be used. Should the proposed development be unable
to meet any of the following requirements, alternative arrangements may be negotiated with
Council at the appropriate time.
4.1 BIN STORAGE AREA
The development is proposed to include a dedicated wheelie bin storage area at ground level
for the storage of all general waste and recycling material (refer to Figure 2). The wheelie bin
storage area will be designed and constructed to meet Council’s design requirements as listed
below. The bin storage area will be:
1. Located at ground level with convenient access;
2. Adequately screened from public view;
3. Well venalated and well lit;
4. Include smooth, impervious flooring;
5. Include drainage connected to sewer for bin wash-down;
6. Include tap and hose connecaon;
7. Provide sufficient circulaaon space around each of the bins;
8. Avoid obstrucaon of exits or fire egress paths.
4.2 RESPONSIBILITIES
1. Residents will be responsible for transporting waste to the common waste storage
area.
2. Site management will ensure bins are presented for collection by Council’s service
