This letter is submitted in support of Sea Vista Body Corporate CTS 18209 Planning
Application for Minor Changes to our previous Application for Planning Approval which was
submitted previously on our behalf by Building Approvals United OLD.
We have attached a copy of our previous letter outlining the reasons for the changes we
wish to make, in particular, the pool fencing.

We are proposing to build an environmentally friendly timber fence, as shown on the
attached drawing, and then create an evergreen vertical landscape by planting mature
native shrubs (as shown or the Council approval) to at least fence height to provide a green
vertical landscape and cover the fencing which is also more natural and softer than the
existing solid block wall.
This will enhance the street landscape, and Owners will get the additional recreational space
we so desperately need in our pool area, especially for adults and guests to comfortably
supervise children, and for children to enjoy the pool area.
Equally importantly, this should also mitigate public safety issues that we are
experiencing. As you know, we experience random, but frequent, visits by youths climbing
onto the wall and jumping off the fence and bomb diving into the pool. We suspect these
youths are drinking alcohol (having found beer bottles occasionally), so that is equally
worrying with the potential risk to themselves by their reckless acts. Relocating the fence
nearer to our boundary will deter this reckless behaviour and make it less attractive for
these youths to contemplate such actions. This has been going on now for 12 months or so,
and we fear it is a question of time before there is serious injury to one or more of these
youths. Further, the design of our proposed fence will significantly limit any such climbing
or jumping action.

improve both the streetscape and improve the amenity of the grounds for Owners.
The upgrading works comprise landscaping, pool refurbishment, fencing and paving works

In regards to the fencing, the current pool
fence, comprising a painted rendered block
wall, is set back 2m from the property
boundary. Apart from some soft plantings
we planted some years ago, there has
never been any landscaping in front of the
pool fence.

Some examples of similar fences built on property boundaries are shown below Council may not be aware that we are the only premises in Tingira Crescent with a pool located at the front of the building, i.e. on the Eastern boundary. With the current set back of the existing fence and its close proximity to the pool, we often get local youths climbing the wall and jumping into the pool which is a dangerous practice. This reckless behaviour for which we could be held responsible for a serious injury or loss of life, will be negated with the new fencing which will prevent this unlawful and dangerous practice. We have five owners whose children and grandchildren use the pool throughout the warmer months. It is not unusual to have two or more families trying to enjoy the pool at the same time. As the pool is now, there is no area for the children to sit if they need time out from the pool, let alone any room for adults to comfortably sit, relax and watch the children in the pool. The photo opposite shows the lack of space and why we need the wall to be moved to the Eastern property boundary. totalling $31,250.00 (before discount) to be raised to meet the cost of expenditure associated with a pool area

Further, that the above levies, if approved, be subject to a discount of 20% if paid on or before the due date.
