response to information request - Werin St
12 December 2021 Maxwell Potter Noosa Council [email protected] RE: Response to Information Request MCU21/0182 OPW21/0291, RAL21/0024 – 19 Werin St, Tewantin Council issued a further advice request on 9 November 2021. The applicant provides the following additional information in response to the items: 1. Please provide amended plans containing RL levels showing the maximum building height. 2. Provide a copy of the survey plan which informed the RL levels The site plan/detail survey is included as Page 2A and informs the elevation plans demonstrating a maximum ridge height of 7.3m. 3. Please provide amended plans which shows a setback that allows for space and landscaping between the garage and the boundary wall. The QDC allows for non-habitable dwelling houses and duplexes along the boundaries. The proposed garage for the rear duplex is single storey and 8m in length, which adjoins landscaping to the neighbouring house to the south. The design proposes sufficient landscaping setbacks around the entire site and the setback is consistent with the development pattern in this residential area. 4. Please provide amended plans showing the Poinciana and stating that the tree will be retained as part of this development. The design retains the existing poinciana tree.

Landscaping
5. Any front fences or walls must comply with AO17.1 of the Medium Density
Residential Zone code.
6. Provide a landscaped garden width of 2 metres along the frontage of the site
except for the driveway. The area of land between the front fence and
boundary must be landscaped to screen the fence from the street.
Landscaping must contribute positively to the streetscape character.
7. Provide amended plans that show 2 x 45 litre native street trees within the
road reserve a minimum of 1 metre behind the back of the kerb. All street
trees must be provided with a garden edge, mulch collar and NATSPEC
approved by a qualified arborist prior to leaving the nursery. Where possible
the new street trees must take into consideration the appropriate distances
from driveways, street lighting and underground infrastructure.
8. Provide an amended Landscape Concept Plan detailing the incorporation of
screen planting along the northern, eastern and southern boundaries. Native
plants must be established at appropriate densities, sufficiently enough to
form a vegetation screen with potential to reach a maximum height growth
of 4-6 metres at maturity.
9. Small canopy trees with narrow trunks and vines supported on fences or
screens are more appropriate than palms in narrow gardens. Where palms
are used, for example around pool areas or a water feature within a
development, they should be planted in clumps or groups with other native
species, listed in the Noosa Planning Scheme Policy 3—Landscaping Plants
& Guidelines. Sentinel planting of palms is inappropriate (ie. individual palms
standing guard to either side of a building/structure. The use of palms in side
or rear setback areas is also inappropriate, as they do not provide sufficient
foliage to screen and soften buildings.
A 2m landscaping garden width is provided along the frontage and no front fencing is
proposed and a suitable condition can be imposed for any future fencing to comply.
Amended landscaping plans are provided addressing the specific landscaping
requirements and details.

Engineering
10. Please amend the Driveway and Access plan to reduce the width of the
crossover at the kerb and front boundary to be in accordance with standard
drawing RS-049.
11. Please demonstrate on the engineering plans, prepared by an RPEQ, that a
design B99 vehicle can manoeuvre onsite from each of the three parking
spaces (the double garage and the single carport) and leave in a forward
gear. If this cannot be achieved, please consider altering the design of the
proposed second unit to allow sufficient manoeuvring space.
12. Please amend the Bulk Earthworks Plan to detail whether the fill area is being
retained or battered and provide detail around the proposed (i.e. slope of the
batter or type of retaining structure).
13. Please amend the stormwater management plan to include either of the
following options:
a. Consolidate the downpipes to a single crossing point in the footpath,
preferably adjacent the crossover so the footpath replacement
section can be poured with the crossover; or
b. Include notes on the plan to replace an entire panel from the footpath
at each crossing point or alternatively install the pits via boring under
the footpath.
Please see attached updated SCG plans with detailed driveway plan. The proposed dual
occupancy dwellings adjoin a local road and may reverse out in accordance with the
Driveways and Carparking code. Despite this compliance, the applicant has demonstrated
manoeuvring for one space with the double garage for a five-point turn.
Bulk earthworks plan demonstrates minimal cut/fill and no retaining walls and stomwater
plans have been updated to address Council’s request.
