INTRODUCTION
Bax Engineering has been commissioned by Altum Property Group to provide a site-based stormwater
management plan for the proposed development at 245 David Low Way, Peregian Beah, Queensland.
The report is intended to support the development application seeking approval for a material change of use
for the site.
The existing site covers a site area of 582m2 and currently has an existing dwelling with hardstand driveways
and two detached sheds. The proposed development consists of one two-storey office and living space with
access driveway and carparking at the ground floor level. This footprint area is 253m2, there is a proposed
hardstand driveway and carpark of 123m2 and the remaining area (206m2) is to be landscaped.
This report has been developed to address the stormwater management in regards to a suitable discharge
from the property and both quality and quantity requirement. The plan is in response to the Noosa Council
information request (MCU21-0288 and OPW21/0364) which requires the development to collect and
discharge/infiltrate stormwater and ensure sufficient capacity is provided in the existing infiltration system.
The stormwater runoff for the proposed development site has been assessed using the Queensland Urban
Drainage Manual (QUDM) with Rational Method calculations to determine the potential stormwater flows on
the development.

THE SITE AND ITS CONTEXT
LOCALITY
The site is described as lot 22 on P9315 at 245 David Low Way in Peregian Beach and is within the Noosa
Council local government boundaries. The development is identified in Figure 1.
The property has frontage to David Low Way in the east and is bound by a commercial development in the
north, residential property to the south and the recently completed Community Centre to the west.
The total area of the subject lot is 582m2 with the elevation range between 11.5m AHD in the north east corner
to 10.5m AHD in the south-west corner. There is a general fall towards the rear south-west at a slope of
approximately 3%.
Any existing captured runoff from the site currently flows via pipe to an underground infiltration system
located adjacent to the western property boundary within the Community Centre bounds. This area is
landscaped with any overland flows directed to a carpark and driveway area and into the Rufous Street road
reserve. The duration the system has been in operation is unknown, however there appears to be no signs of
failure or apparent nuisance created during storm events. It is noted that any calculations have been based on
the site area only and no external catchments have been considered.

The purpose of the management plan is to ensure the current infiltration system designed for the site is
adequate to contain flows generated by the proposed development.
Calculations using the Insite Water modelling program provides the critical storm duration as 10 minutes and
a time of concentration for the site to the outlet as 5 minutes. (Refer Appendix A).
Previous approvals with Noosa Council indicate that any development requiring infiltration systems need to
demonstrate that all but the most extreme rainfall events would be infiltrated and that any infiltration tanks
are to be sized to cater for all design events up to and including the 1% AEP (1 in 100-year ARI design event).
Based on the post-development impervious fraction the site was calculated to have a peak flow for a 1% AEP
design storm event as 0.05 m3/s.

STORMWATER MANAGEMENT
STORMWATER QUANTITY MANAGEMENT
Infiltration Tank Sizing and Background
It is recommended that underground infiltration tanks be installed within the property to minimise the flows
being sent to the historical point of discharge (i.e. the infiltration system within the adjacent council owned
property).
The proposed infiltration tank sizes are calculated based on geotechnical investigations of the property
showing material as sand. This stratum typically demonstrates a saturated hydraulic conductivity of
k = 2.6x10-3 m/s (9216 mm/hr) and assumed that a groundwater table would be at least 1.0m below the base
of any infiltration system installed.
The sizing of the proposed infiltration tanks is based on the Hydrological Effectiveness Method as outlined in
Section 7 of “The WSUD Technical Design Guidelines for South East Queensland” (2006).
The Hydrological Effectiveness Method sizes an infiltration trench based on the specified proportion of the
mean annual runoff volume that will infiltrate in to the soil profile. In brevity the methodology states that for
the geotechnical information provided, an infiltration tank 1.0m deep with an area equal to 1% of the
catchment will infiltrate 100% of the mean annual runoff.
Based on the generated volume of proposed runoff for the 1% AEP event and the Hydrological Effectiveness
Method the proposed volume is reproduced below in Table 1. The detention volume calculated using the Insite
Water software (with a permissible discharge volume for non-worsening and orifice plate) is also provided as
comparison. It is demonstrated that Hydrological Effectiveness Method provides a larger tank size and was
adopted for design and construction.

Page 8
The dimensions of the proposed infiltration system would use Atlantis Flo-Tank (Matrix Triple Modules) or an
approved equivalent. The dimension of each Atlantis cell used is 408mm wide x 685mm long x 1310mm high
(0.366m3 per cell). Based on a system comprising of 25 modules connected in 5 rows of 5 modules formation,
the results for infiltration are shown in Table 2.
Table 2 – Required Infiltration Tank Size
Required Volume Proposed Tank Properties (25 modules)
Acceptable Capacity
(Hydrological Effectiveness Method) Surface Area Volume
5.82m3 6.987m2 9.15m3 Yes
It is noted that the proposed tank size well exceeds the required volume. However, based on the suitable space
for installation, this configuration has been adopted. This conservative volume as well as the unknown capacity
of the existing infiltration system that is historically being used, surpasses the requirements for non-worsening
from the site.

DRAINAGE AND EXISTING TOPOGRAPHY
Lawful Point of Discharge
The site drains with a grade towards an existing low point at approximately RL 10.5m AHD in the south-west
corner. This location has been the historical point of discharge and will remain.
To attempt to achieve a lawful point of discharge to the David Low Way road reserve would require substantial
fill to the site and create a visual appearance that would not be welcome to the environment.
External Catchment and Overland Flows
In general, the site experiences no overland flow from any upper catchments.
Stormwater Infrastructure
The proposed stormwater system utilises 150 and 225mm diameter pipes and will ultimately discharge to the
existing infiltration system via the proposed infiltration system. Overland flows from any major storm events
will also be directed towards the south-west. However, with the tank sizing available it is expected that runoff
would be reduced.
Flooding
Flood mapping courtesy of the Noosa Council (ARCGIS Web Map) indicates the site is not subject to flooding
from any sources.
The mapping demonstrates all defined flood extents limited to the parkland in the west.

Page 10
CONCLUSION
The report has reviewed the pre and post development scenario for the subject and external catchment
hydrology to ensure non-actionable nuisance of flows.
In summary, the development on the subject site will result in non-actionable nuisance of stormwater runoff
quantities with all runoff to outlet to infiltration tanks (both new and existing). It is expected the proposed
tank would be suitable for detention as a stand-alone system, however the connection to the historical
infiltration would provide supplementary capacity.
While a pipe connection to the existing council infrastructure in David Low Way was investigated, it was found
to be unfeasible. Substantial fill to achieve fall as well as the distance of any infrastructure from the site; this
connection cannot be considered a realistic outcome.
It is anticipated the report, when reviewed in conjunction with the planning report and the development plans;
will assist in supporting the application seeking development approval.
Yours Faithfully,

About In-Site Water
This report is generated by user inputs from the toolkit at InSite Water. In-Site water is an online Integrated Water
Management tool designed for use on smaller sites (less than 2 hectares) in Australia that need quick and accurate
stormwater engineering answers. InSite water is simple to use but provides robust stormwater design and
engineering answers.
This report includes outputs from the InSite tool that has investigated:
– water tank sizing
– detention tank sizing
– water savings through efficiency
– water WSUD treatments such as raingardens

Disclaimer
This guide is of a general nature only. Advice from a suitably qualified professional should be sought for your
particular circumstances. Depending on each unique situation, there may be occasions where compliance is not
achieved.
This report does not provide a detailed design and layout for the piping and general drainage system in your
development, which should be prepared by a suitably qualified professional. In addition, InSite Water does not
consider compliance for slope stability or foundation / slab / footing protection, which needs to come from a
qualified geotechnical or structural engineer.
The following is outside the scope of InSite Water, however it is critical that all designers consider the following in
drainage design and in using Water Sensitive Urban Design (WSUD) devices and approaches:
• Manage expectations and risks around occasional surface water and ponding.
• Ensure that uncontrolled stormwater does not flow over property boundaries or otherwise cause a nuisance.
• Plan for major flood pathways – locate buildings away from, adapt (raise floors above predicted flood levels)
and defend buildings against potential major flooding.
• Seek professional advice to reduce damage and safety risks.
• Design for local conditions such as vegetation, topography and soils (soil type, reactivity, permeability, water
table level, salinity, dispersiveness, acid sulphate soils, contaminated land etc).
• Ensure that soil moisture and building clearance is considered in areas of reactive clays or where varying soil
moisture levels could damage buildings or other infrastructure.
• For steeper sites, ensure the design includes geotechnical considerations such as slope stability with varying
soil saturation levels.
• Ensure that a Stormwater Risk Assessment and Environmental Management Plan is undertaken for sites that
pose a pollution risk.
• Ensure that a Construction Environmental Management Plan (CEMP) is implemented to control sediments
and reduce stormwater pollution during construction.
• Compliance with ARR 2019, Australian Rainfall and Runoff: A Guide to Flood Estimation http://arr.ga.gov.au/
• Compliance with NCC plumbing and building standards.
• Compliance with AS/NZS 3500.
• Compliance with EPA and other environmental regulations.
• Compliance with other relevant Australian Standards, regulations and Council requirements.
