SERVICES & ORGANISATION COMMITTEE MEETING 10 JUNE 2025
Consultation
External Consultation - Community & Stakeholder
Provided below is a summary of consultation and engagement activities regarding the draft master
plan since October 2023, as well as an outline of the proposed community engagement program
moving forward.
Community and targeted stakeholders were initially invited to participate in a range of engagement
activities between October – November 2023 and again between June – July 2024 with a third and
final phase of engagement between November - December 2024. Noting the 2024 Council Election
period saw a pause in project engagement.
Phase 1 Activities to gather feedback included:
• Three 2-hour pop-ups along the foreshore on Saturday 28 October
• Have Your Say survey (open 23 October to 20 November 2023)
• Written submissions (open 23 October to 20 November 2023)
• Three targeted external stakeholder workshops in October 2023
• One-on-one key external stakeholder meetings in October 2023
• Three project workshops with Kabi Kabi Peoples Aboriginal Corporation, including Walk on
Country (November 2023 to March 2024)
Phase 2 Activities commenced following the preparation of the first draft of the NFIMP and included:
• Have Your Say survey (open 07 June to 07 July 2024)
• Written submissions (open 07 June to 09 July 2024)
• Two 3 hour Foreshore Pop-ups in June and July 2024
• Multiple one-on-one key external stakeholder meetings from 10 June to 02 July 2024
• Corflute Site Project Board Displays from 10 June to 09 July 2024
• Project News Release in June 2024 at start of the Have Your Say period
• Three Noosa News Publications (June / July 2024)
• A5 Flyers at both Noosaville and Cooroy Libraries during Have Your Say
As reported to Council at its 18 July 2024 meeting, significant feedback was received from the
community about the contents of the initial draft master plan (Phase 2). Respondents expressed
widespread concern for the loss of carparking, overly modern design approach, concerns for the
erosion management techniques, proposed changes to the tennis court and other spaces. Other
respondents appreciated the widening of footpaths to make them safer, the new proposed toilet
block, refreshed playground equipment and natural approach to Chaplin Park. There were also
concerns raised for the veracity of the community engagement process to date, noting the
importance of this foreshore area for Noosa residents and visitors.
Consistent with Council's resolution dated 18 July 2024, significant revision has been undertaken to
the draft master plan and further informative meetings have been undertaken with key stakeholders
to seek feedback about proposed ideas to inform content of the next iteration.
Phase 3 Activities commenced following the preparation of the revised draft of the NFIMP and
