EXECUTIVE SUMMARY
The Annual Operational Plan 2024–25 is a key component of Council’s strategic planning framework,
outlining the work Council intends to deliver in support of the Corporate Plan. The significant activities
and initiatives detailed in the Operational Plan are funded through the annual budget.
In accordance with section 174(3) of the Local Government Regulation 2012, the Chief Executive
Officer is required to report quarterly to Council on the progress of Operational Plan implementation.
This Quarter 3 update reviews the progress of 107 agreed initiatives aligned with the five themes of
the Corporate Plan - Environment, Liveability, Prosperity, Future, and Excellence - for the period 1
January to 31 March 2025. As of this reporting period, the majority of initiatives are progressing well.
A total of 81 initiatives (76%) are either marked as ‘Completed’ or are currently ‘On Track’ to be
completed within the scheduled timeframe. Eighteen initiatives (17%) are experiencing a ‘Minor
Disruption’, while 8 initiatives (7%) are facing a ‘Major Disruption’.

The disruptions reported are primarily attributed to resourcing constraints, a congested community
engagement calendar affecting project scheduling, and competing organisational priorities.
Initiatives experiencing major disruptions will be closely monitored by the responsible Manager and
Director, with corrective actions implemented through enhanced project planning and risk
management. The Executive Team will also regularly review the progress of major initiatives to
proactively address any emerging issues.
The report also seeks Council’s noting of updated Key Operational Performance Indicator (KPI) data.
