Comments:
The 2024–25 Operational Plan is both ambitious and comprehensive, incorporating numerous strategic initiatives aimed at advancing Council’s Corporate
Plan goals. However, several factors have affected the timely delivery of certain projects:
   • Extended Consultation Periods:
Elevated levels of community interest and participation—particularly in relation to the Noosaville Foreshore Infrastructure Management Plan—have
resulted in longer-than-anticipated engagement processes. This has had a flow-on effect, delaying other initiatives such as the Destination
Management Plan and the Noosa River Catchment Management Plan.
   • Resource Limitations:
Ongoing resourcing challenges continue to impact the delivery of key programs. Notable examples include delays in the implementation of the Eastern
Beaches Management Plan and constraints affecting elements of the Capital Works Program. These challenges are not uncommon in local
government, where finite staffing and budgetary resources must be balanced against an increasingly broad scope of responsibilities, rising community
expectations, and emerging priorities. As such, trade-offs are often required, and project timelines may be adjusted to reflect available capacity.
   • Emerging Priorities and External Events:
The reprioritisation of resources to respond to unforeseen events has also influenced progress. During the reporting period, Council was required to
divert resources to support preparations for ex-Tropical Cyclone Alfred and respond to significant rainfall events in March 2025. These emergent
demands have temporarily shifted focus away from planned initiatives, placing additional pressure on operational capacity, particularly on the Capital
       Works Program.
