PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 FEBRUARY 2019
REPORT
1. INTRODUCTION
The purpose of this report is to outline the ZEN activities undertaken during the past 18 months
and includes the calculation of Council’s annual carbon footprint for 2017/18.
This report outlines Council’s achievements in accordance with the Principles and key actions
outlined in the Zero Emissions Noosa Organisational Strategy 2016-2026, the ZEN Organisational
Action Plan 2017-2020 and Council’s pledges under the Cities Power Partnership (CPP).
The Zero Emissions Noosa Organisational Strategy 2016 – 2026 (“The ZEN Strategy”) which was
adopted by Council in 2016 sets an ambitious goal of net zero emissions for Council operations by
2026. The ZEN Organisational Action Plan 2017-2020 (the Plan) outlines the specific actions to
be undertaken to achieve this ambitious goal.
As a member of the Cities Power Partnership (CPP), Council pledged to take action and report on
the following key actions:
1. Install renewable energy (solar PV and battery storage) on Council buildings;
2. Support community facilities accessing renewable energy through incentives, support or
grants;
3. Implement landfill gas methane flaring or capture for electricity generation;
4. Adopt best practice energy efficiency measures across all Council buildings, and support
community facilities to adopt these measures; and
5. Encourage sustainable transport use (public transport, walking and cycling) through Council
transport planning and design.
2. ZERO EMISSIONS NOOSA ORGANISATIONAL STRATEGY 2016-2026
Key Action 1: Council will continue to improve its knowledge and data collection. It will
measure emissions using credible measurement tools.
Council’s 2017/18 carbon footprint has been prepared in accordance with the requirements of the
National Carbon Offset Standard (NCOS) Version 3 and national legislation and relevant
international standards. These included:
National Greenhouse and Energy Reporting (Measurement) Determination 2008, Compilation
No. 10, Registered 1 July 2018
Greenhouse Gas (GHG) Protocol Corporate Accounting and Reporting Standard, 2004
GHG Protocol Corporate Value Chain (Scope 3) Accounting and Reporting Standard, 2011
The organisational emissions inventory, also known as a “carbon footprint” is defined in
accordance with section 3.3.1 of the NCOS using an “operational control” approach. Under the
operational control approach, an organisation accounts for 100 percent of the Green House Gas
(GHG) emissions over which it has operational control. It does not account for GHG emissions
from operations in which it owns an interest but does not have operational control.
The entities included in the Noosa Council’s carbon footprint cover its administration and
operations across the Shire and includes the following Council operated facilities:
The J,
Noosa Aquatic Centre,
Noosa Leisure Centre,
Noosa Day Respite Centre,
Noosa River Holiday Park,
