PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 FEBRUARY 2019

Scope 3 emissions were estimated in accordance with the Greenhouse Gas Protocol Technical
Guidance for Calculating Scope 3 Emissions4. It should be noted that emissions embedded in
purchased goods and services were estimated based on the dollar spend for each type of goods
and services purchased. This is a conservative approach to emission calculation and is likely to
overestimate the emissions. Council will continue to review and refine the methodology for Scope
3 emission calculations in accordance with recognised methodologies.

Exclusions: Council recognises that collecting data, assessing data quality, and improving data
quality is an iterative process. The following data is currently excluded:
 Scope 1: refrigerant leakage from air conditioning systems and refrigerators. These emissions
are likely to be less than 1 % and will not be material to the overall footprint; and
 Scope 3: employee commuting. These emissions are likely to be less than 1% and will not be
   material to the overall footprint.

Key Action 2: GHG emissions will be measured annually. Progress towards the
defined zero net emissions target will be included in Council’s annual
                            reporting.
