EXECUTIVE SUMMARY
The application seeks to amend the existing development approval to allow upgrades generally
within the current operational footprint, with minor extensions to the northwest and northeast. The
site is zoned Community Facilities (Utility Installation), and the proposal remains consistent with
this zoning.
The proposed development involves relocating the existing “Revia Shop” and the associated
outdoor storage area northwards the Cleanaway depot, which is also proposed to expand. It
includes the construction of a modern Waste Transfer Station with an associated processing shed
and offices, replacing the existing transfer station and Revia shop area. Two new weighbridges will
be installed—one for public use and one for commercial operators—replacing the existing
weighbridge at the site entrance. Internal improvements to enhance traffic flow and prevent off-site
congestion on Eumundi-Noosa Road, while increasing recycling capacity are also proposed.
These changes aim to meet growing demand, improve waste and recycling management, and
enhance operational efficiency.
The proposal involves clearing areas of Category X vegetation located to the east and west of the
Cleanaway depot, as well as vegetation within an Area of Biodiversity Significance identified under
the Noosa Plan 2020. A substantial buffer to Eumundi-Noosa Road will be retained to maintain
visual screening and ecological values. The development site also contains koala habitat within a
designated priority area, triggering requirements under the State Planning Policy and
Environmental Offsets framework. To address these impacts, an environmental offset strategy is
proposed, including reinstatement of koala habitat and rehabilitation of buffer areas to enhance
ecological connectivity and visual amenity.
The application has been found to generally comply with all applicable statutory instruments and
the key matters for assessment in this report are limited to the aspects of the proposal that do not
comply with the Acceptable Outcomes of the applicable codes. These matters include the
proposed gross floor area of an individual building, the proposed length of building wall and
provision of carparking.
